Any approach to the prefectoral institute, as it appears today as result of the recent changes introduced in the Italian legal system over the last years, cannot be reconstructed by starting from government representation, and consequently, from the fundamental character of several competences of the Prefect in Italy in the light of the deep reforms of the Italian public administration in the perspective of the “multi-level constitutionalism” the progressive emergence and developments of organs, structure and procedures that create legal norms and impose such norms on citizens of different national states3.

The Treaty of Lisbon introduced common action capacities in the EU's external relations administration, notably the European External Action Service (EEAS). One essential capacity is staff resources. This article analyses to what extent and under what conditions the practice of staff recruitment to the EEAS is independent of government influence, and in particular the recruitment of officials temporarily assigned from EU member states. The data draw on interviews with officials from all 27 member states as well as the EEAS which is charged with the selection of national public servants to the EEAS. Svarīgākais instruments ir vairāku valodu izmantošana mācību laikā, īpaši, latviešu un angļu. Šī darba mērķis ir pārbaudīt un pilnveidot pašlaik valodu apguves procesā izmantotās metodoloģijas piemērotību. Darbā izklāstīts pētāmā jautājuma teorētiskais pamatojums; praktiskajā daļā īpaši detalizēti tiek analizēti jauni, autora izstrādāti valodas mācību materiāli.

This article deals with the validity of Anderson’s definition of imagined communities and the future of imagination typical of nationalism. It is based on bibliographic review and research on the case of Cerdanya. Three questions of Anderson’s definition are revised: the limitation of the nation, its supposedly inherent sovereignty and the sense of community among unknown people. In this last point, the text focuses also on the consequences that imagined community is embodied for known people every day. Estimating the Effect of Common Currencies on Trade: Blooming or Withering Roses?

Abstract Using a gravity model and data on 182 countries worldwide, this paper estimates the effects of exchange rate volatility and currency unions on international trade for ten years spanning 1980 through 2010. We provide added confirmation and further strengthen the empirical findings in Rose (2000) prior to 1999, but we find a gradually diminishing Rose effect for the 2000-2010 period, when the Euro Zone is added to the currency union dummy. The rest of the coefficients generally comply in magnitude and sign with what is standard in the “gravity” literature.
