Latvia is a Belt and Road Initiative country and can contribute to its Eurasian Land Bridge. The existing railway infrastructure can be used for establishing the Eurasian Land Bridge Northern Branch via Latvia, but the problem is a lack of cargo for this route. It can be integrated into the existing Eurasian Land Bridge with specialization to connect China and some European countries—the Scandinavian countries. Tariffs and efficient performance by water suppliers: an empirical approach

Water leaks are an environmental and sustainable issue as well as an economic issue. The objective of this paper is to analyse the efficiency of a sample of Spanish urban water systems by considering water leaks in a network as undesirable outputs. Data envelopment analysis (DEA), an analytical benchmarking methodology, is used to calculate technical and economic efficiency. We also discuss the possible relationship between efficiency and tariffs charged to users. Results show that the possibilities for reducing water leaks in networks are high, thus demonstrating that there is room for savings from an economic and environmental point of view. The national cancer programme in Romania: Challenges in a low-resource healthcare system

Abstract The incidence and mortality due to malignancies are increasing in Romania. Since 2001, Romania provides the public support for cancer patients through the National Programme for Cancer (NPC). Using documentary analysis, the present paper provides a longitudinal and comprehensive examination of all the policy documents issued during 2001 and 2016 within the programme, and of the five implementation reports available. Conservation of forest biodiversity using temporal conservation contracts

Abstract Temporal conservation contracts are used to protect biodiversity in privately owned lands worldwide. We examine how stand characteristics and habitat requirements of target species affect the contract length in a boreal forest context. We develop an integrated optimization model and apply the model with data on endangered species occurring in spruce forests in Finland. The results suggest that a cost-effective conservation policy for protecting privately owned forest land involves both short- and long-term contracts between landowners and environmental agencies.
