Economic feasibility study for wastewater treatment: a cost-benefit analysis.

2010

Water resource management should be made from a multidisciplinary perspective. In this sense, economic research into the design and implementation of policies for the efficient management of water resources has been emphasized by the European Water Framework Directive (WFD). Cost-benefit analysis (CBA) is one of the more widely accepted economic instruments since it is a rational and systematic decision-making support tool. Moreover, the wastewater treatment process has significant associated environmental benefits. However, these benefits are often left uncalculated because they have no market value. In this paper, using the concept of shadow price, a quantification of the environmental be…

Assessing the productivity change of water companies in England and Wales: A dynamic metafrontier approach

2017

The assessment of productivity change and its drivers across water companies and over time is a powerful tool for both regulators and companies when setting water tariffs. Water and sewerage companies (WaSCs) and water only companies (WoCs) provide different services. Hence, their productivity change cannot directly be evaluated jointly. In this paper and for the first time, we provide a pioneering approach to assess and compare the dynamics of productivity change of WaSCs and WoCs. To achieve this, both the traditional Malmquist productivity index and the metafrontier Malmquist productivity index and its components are computed to assess the productivity change for a sample of English and …

Environmental externalities and efficiency measurement.

2009

Production of desirable outputs often produces by-products that have harmful effects on the environment. This paper investigates technologies where the biggest good output producer is not the greatest polluter, i.e. technologies located on the downward-sloping segment of the frontier depicted in Fare et al. (1989). Directional distance functions and Data Envelopment Analysis techniques are used to define an algorithm that allows them to be identified empirically. Furthermore, we show that in such situations producers can contribute social goods, i.e. reducing polluting wastes, without limiting their capacity to maximise production of marketable output. Finally, we illustrate our methodology…

Italian incentive strategy and regulations on small wind power turbines: A critical overview

2016

Small wind power industry in Italy had its kick-start in 2009, after the Government implemented two measures introducing both the simplified regime and incentive rates for small wind power plants. In the last six years, a lot of plants and small wind turbines have been installed in Italy, especially in the South. Aim of this paper is to examine how local standards, incentive policy and regulations have affected the spread of small wind turbines in Italy. After examining national and regional legislation, an analysis of the data on the penetration of wind systems in Italy has been carried out, with particular attention to six Southern regions (Basilicata, Calabria, Campania, Apulia, Sardinia…

Productivity of wastewater treatment plants in the Valencia Region of Spain

2017

Abstract This study analyses the evolution of productivity over the 2008–2012 period for a homogenous set of 199 wastewater treatment plants that are located in the Valencia Region of Spain and utilize the same treatment technology, using the smoothed bootstrap Malmquist productivity index based on Data Envelopment Analysis (DEA). The results reveal a negative trend in productivity that is mainly the result of resource management rather than an inappropriate level of innovation or use of new technologies. In addition, the effect of exogenous factors on productivity is analysed using the Kruskal-Wallis (KW) test, finding that productivity levels were affected by the quality of the influent w…

A model of goal dynamics in technology-based organizations

2011

The purpose of the present work is to build a suitable system dynamics model for goal dynamics in organizations, as proposed by Barlas and Yasarcan (2008). The proposed model does not bear any ambition of being exhaustive: the main objective of this paper is to propose a model of goal dynamics in which Goal Setting, Management by Objectives and Training are viewed as human resource practices able to enhance workers' goal commitment, and therefore, improve organizational performance. In the first part of this paper, an analysis of the Goal Setting Theory and the role of goal setting practices, in bettering worker's performance, are stressed. In the second part, a case-study, the causal loop …

Planning Rehabilitation Actions on Water Distribution Networks in Condition of Data Scarcity

2011

The paper shows a viable approach to the selection of water networks rehabilitation actions, in condition of data scarcity and uncertainty, based on the use of four concise performance literature indices, allowing the analysis and identification of efficient, reliable and robust rehabilitation alternatives, even if assessed on the basis of a relatively small amount of data. A promising statistical sampling method of water consumptions is also described, that may be fruitfully employed within the proposed approach for drafting water balances at network district scale in order to quantify the extent of leakages. The illustrated case study shows that the selected indices are capable to describ…

Including the environmental criteria when selecting a wastewater treatment plant

2014

Abstract Life Cycle Assessment (LCA) is a methodology to generate environmental impact estimates associated with the life cycle stages of a product or process. The approach facilitates a more comprehensive outlook of the end-of-pipe process impacts, in which wastewater treatment plants (WWTPs) are included. Here we describe the implementation of the LCA methodology within a knowledge-based Decision support system (DSS) in order to include the environmental criteria to the decision making process when selecting the most appropriate process flow diagrams for specific scenarios. A sample group of 22 actual operating facilities in Spain, corresponding to five different typologies were assessed …

An interpretive framework for assessing and monitoring the sustainability of school gardens

2016

School gardens are, increasingly, an integral part of projects aiming to promote nutritional education and environmental sustainability in many countries throughout the world. In the late 1950s, FAO (Food and Agriculture Organization) and UNICEF (United Nations Children's Fund) had already developed projects to improve the dietary intake and behavior through school and community gardens. However, notwithstanding decades of experience, real proof of how these programs contribute to improving sustainability has not been well-documented, and reported findings have mostly been anecdotal. Therefore, it is important to begin a process of collecting and monitoring data to quantify the results and …
