Implementation Methodology of the Resilience Framework

Failure of Critical Infrastructures (CIs) can have severe consequences for our societies. Therefore, CI resilience has attracted increasing attention in industries and policy-making. However, empirical studies on CI resilience are rare. In particular, research on the implementation of policies aiming at an improvement of CI resilience is lacking. Using Group Model Building combined with the Delphi method, and surveys we have developed a framework to improve CI resilience. Does a land information system resolve land conflicts?

2015

The absence of accurate land management arguably results in land conflicts as well as uncontrolled land use and conversion. The adoption of a land information system (LIS) might remedy such problems. Our study in rural Eastern Indonesia found that land management is a complex system involving various stakeholders, including the side of the local people and the side of the government. To some extent, an LIS is already in place but the actualised affordances it offers are limited because the system is hindered by numerous conflicts over uncertified land.

Public policy, resource rent and ethics: The case of the Norwegian petroleum industry

The present paper seeks to explain how ethics and values in public policy can be result of different historical contingencies. Specifically, it explains the accomplishment of petroleum resource management in Norway. The main argument is that the success of this policy is an understanding of the ethics behind harvesting the resource rent of this non-renewable natural resource. Stakeholders' Perceptions about Fire Impacts on Lithuanian Protected Areas

The aim of this work is to study Lithuanian stakeholders' perceptions of fire impacts in protected areas. For this study, the stakeholders consisted of foresters, ecologists and farmers. A clear understanding of the opinions of stakeholders about fire effects on environmental, social and economic aspects of Lithuanian protected areas will allow an assessment of the stakeholders' reaction to fire policy, including government measures towards fire prevention, suppression and application of prescribed fire to landscape management. Abstract France has constrained the Aquitaine region to set up a climate plan to avoid an emission of 2883 ktCO 2 eq for the period 2007–2013. In parallel, the region has decided to carry out the construction of road infrastructures in order to avoid very high congestion costs. Those road projects will involve an increase in greenhouse gas (GHG) emissions during that period. In the present context of strong sustainability, all emissions (direct and indirect) generated by those projects should be offset. There is an ongoing debate about two contradictory moderating effects of leader–member exchange (LMX) on the relationship between psychological contract breach (PCB) and work outcomes. This study reflects the possibility of using the GIS technology for the management and resolution of conflicts between stakeholders in the management of protected natural areas that cover large surfaces, such as Natura 2000 sites. In this article we consider the performance of the 3.84 Mcps time-division duplex (TDD) mode of UTRA (Universal Terrestrial Radio Access) network. We emphasize two of the radio resource management algorithms, handover and uplink power control, whose role in the overall system performance is studied extensively. First, a handover algorithm used in WCDMA (Wideband Code Division Multiple Access) standard is considered in a TDD-mode operation.
