The article spotlights the impediments of the localization agenda in the Rohingya response in Bangladesh through the notion of humanitarian space. The Rohingyas rely entirely on material aid and humanitarian services in the camps, mainly stemming from international actors committed to the localization agenda, which, however, has not been effectively implemented. The Rohingya are one of the most persecuted minorities in the world. Military campaigns conducted by Myanmar against the Rohingya have led to numerous deaths, widespread cases of sexual violence, the destruction of hundreds of villages, and the deportation of more than 700,000 people to Bangladesh. These events have triggered proceedings at the International Criminal Court (ICC). The ICC has arguably failed to address the religious dimensions of crimes and facts in some of its previous jurisprudence appropriately. The Rohingya is an ethnic-religious Muslim minority that has struggled with serious human rights violations for decades. Indian migration to Burma, stimulated by British colonial rule, is pointed to as the main cause of the Muslim-Buddhist conflict.
