Pakistan hosts to the world's largest single population of Afghan refugees. However, despite Pakistan's long-standing acknowledgment of Afghan refugees, their legal status remains unclear. This is due to Pakistan's refusal to sign either the 1967 Protocol Relating to the Status of Refugees or the United Nations Convention Relating to the Status of Refugees (also known as the Geneva Convention). A long road was necessary for economic and social rights to be internationally recognized. In fact, it was only after the Second World War that the protection of human rights, including economic and social rights, became one of the aims of the United Nations. Despite that, this legal protection was by no means made without controversies, especially when it comes to economic and social rights. The fact that most of the articles of the Universal Declaration of Human Rights refer to civil and political rights corroborates these difficulties. Este artículo examina el impacto de las decisiones de política monetaria del Banco Central Europeo (BCE) sobre los precios del petróleo y la liquidez mediante un estudio de eventos con datos intradía. Analizamos el período de enero de 1999 a diciembre de 2020, que incluye la crisis financiera que comenzó en agosto de 2007. Nuestros resultados muestran una respuesta significativa de los rendimientos del petróleo solo durante la crisis financiera. Riesgo no es una realidad sino un esquema de observación característico de nuestro tiempo. El concepto de riesgo es siempre parte de una dicotomía y Luhmann analiza dos posibilidades: riesgo-seguridad, riesgo-peligro. Resumen Riesgo es la contingencia de un daño. Contingente es aquello que puede ser y puede no ser. Contingencia se opone a imposibilidad y necesidad, porque contingente es aquello que no es ni imposible ni necesario. De la misma manera, los antónimos de riesgo son seguridad y certeza. Estos binomios contingencia/necesidad y, sobre todo, riesgo/seguridad son los que elegiría cualquier jurista especializado para comenzar a hablar del derecho del riesgo en las sociedades contemporáneas. En este trabajo, sin embargo, nos apartaremos de este camino y seguiremos otro más arriesgado.
