Responsibility in uncertain times: an institutional perspective on precaution

Precaution is a key issue in environmental governance. Variously defined, intensively debated and introduced in many regulations, its meaning, scope and application remain problematic. This article argues that the controversy on precaution is a matter of culturally patterned expectations concerning the production and use of knowledge and the related social positions and responsibilities. The way uncertainty and its role in the policy process are understood is crucial. For some precaution is a flawed concept, to be accommodated to the current expert-based cooperative scheme. Assessment of Shear-Induced Structures by Real Space and Fourier Microscopy

We report preliminary measurements of the shear-induced sliding layer structure in an aqueous suspension of highly charged polystyrene spheres. Particle interaction was controlled by advanced conditioning procedures to result in fluid or body-centred cubic equilibrium structures. Shear was applied in an optical plate-plate shear cell of variable slit width. Fourier microscopy yielded complementary information to real space analysis. Objectives: The present study was conducted to evaluate the optimal method of enhancing the bond strength of a composite resin to the facial surface of the primary anterior stainless steel crowns using various surface treatments namely Nd: YAG laser surface treatment, sandblasting , alloy primer application and no surface treatment. Integral or light field imaging is an attractive approach in microscopy, as it allows to capture 3D samples in just one shot and explore them later through changing the focus on particular depth planes of interest. However, it requires a compromise between spatial and angular resolution on the 2D sensor recording the microscopic images. Background studies for acoustic neutrino detection at the South Pole

The detection of acoustic signals from ultra-high energy neutrino interactions is a promising method to measure the tiny flux of cosmogenic neutrinos expected on Earth. The energy threshold for this process depends strongly on the absolute noise level in the target material. The South Pole Acoustic Test Setup (SPATS), deployed in the upper part of four boreholes of the IceCube Neutrino Observatory, has monitored the noise in Antarctic ice at the geographic South Pole for more than two years down to 500 m depth. Preliminary studies on nanocomposite based on high quality Silicon Carbide nanofibers

Nanocomposites are nowadays the most promising new materials due to their unique properties (such as high mechanical strength, chemical and thermal resistance). The nanocomposite matrix is blended with a nanostructured filler. In this study, Silicon Carbide nanofibers (NFSiC) and their bundles were tested as a reinforcement of two epoxy resins: EPIKOTE 828 and EL 20. PAP-4 (33 phr) and P-900 (40 phr) were used as hardeners in the two cases, respectively. Advanced fragmentation stage of oxide coating on polymer substrate under biaxial tension

Crack patterns of 100-nm-thick silicon oxide coating on polypropylene film subjected to equibiaxial stress loading are studied experimentally. The loading is achieved by means of a bulging cell mounted under an optical microscope with stepwise pressurization of film specimens. The evolution of the coating fragment area distribution at relatively high strains is modeled using Weibull statistics to describe the coating strength. The fragment area distribution at an advanced fragmentation stage is shown to scale with the average fragment area, the latter being a power function of the applied biaxial strain.
