In federalist thinking, a constant is the tension in defining optimal levels of government, its territorial scope and functions. These questions are particularly difficult at the local level. This is where we find that the differences between various forms of structuring local governments are vast. This is the case from the point of view of their legal status. In Spain, for example, we find municipalities, provinces, island authorities, counties, metropolitan areas, communities, consortia, local entities below the municipal level and other juridical forms. The dynamics of privatization and regulation of water services: a comparative study of two Spanish regions

As in other economic activities, privatization of water delivery has not resulted in the retreat of the public sector, but rather a change in the way in which the government intervenes in the water industry. This paper illustrates this situation by comparing urban water services in two Spanish regions, Andalusia and Catalonia. Water service delivery is structured very differently in these two regions with respect to private involvement, the degree of market concentration and, as a result, problems in competition. The governments' doctors: the roles and responsibilities of chief medical officers in the European Union.

The regular meetings of the chief medical officers (CMOs) from the European Union's (EU's) 27 Member States provide an important forum to address issues of common interest affecting Europe's populations. Yet there is no universally agreed role for a CMO. This article describes the findings of a study, based on interviews with key informants and documentary analysis that sought to describe their diverse roles. For the purpose of this article, CMOs are defined as those sent by their governments to the regular EU meetings of CMOs. IN-WORK POVERTY IN LATVIA

The results of a survey carried out in Latvia in 2015 are examined to estimate the scope and depth of in-work poverty. The widely used EU-SILC data considerably underestimate in-work poverty in Latvia. Logistic regression analysis indicates that persons with low education, poor health, persons of pre-retirement age, and those employed in non-standard work arrangements are more likely exposed to a high in-work poverty risk. Social transfers and the income of other household members do not significantly reduce this risk. The Latvian government should provide adequate social protection and funding to alleviate the in-work poverty problem.

Solubility and microstructural development of TiO2-containing 3Al2O3·2SiO2 and 2Al2O3·SiO2 mullites obtained from single-phase gels

Abstract The interdependence of the titanium oxide amount and the anisotropic growth of mullites prepared from single-phase gels were investigated. Gels with stoichiometries 3(Al2−xTixO3)·2(SiO2) and 2(Al2−xTixO3)·(SiO2), with 0 ≤ x ≤ 0.15 were prepared by the semialkoxide method. Gels and specimens heated at temperatures between 1200 and 1600 °C were characterized by using infrared spectroscopy (IR), X-ray diffraction (XRD) and transmission and field emission scanning electron microscopies (TEM and FESEM). The IceCube realtime alert system

Following the detection of high-energy astrophysical neutrinos in 2013, their origin is still unknown. Aiming for the identification of an electromagnetic counterpart of a rapidly fading source, we have implemented a realtime analysis framework for the IceCube neutrino observatory. Several analyses selecting neutrinos of astrophysical origin are now operating in realtime at the detector site in Antarctica and are producing alerts to the community to enable rapid follow-up observations. The goal of these observations is to locate the astrophysical objects responsible for these neutrino signals. Abstract Places where people live are important for their personal and social lives. This is also the case for people with mental health problems living in supported housing. To summarise the existing knowledge, we conducted a systematic review of 13 studies with different methodologies regarding the built environment in supported housing and examined their findings in a thematic analysis.
