AbstractAfter two decades of public sector outsourcing, debates for reintegration of services back into the public sector have emerged. However, so far outsourcing remains prevalent and reintegration is sparsely utilised. An in-depth analysis of the reorganisation of public transport in a Norwegian county, Sor-Trondelag, provides three key reasons as to why there is an ‘outsourcing upside’. Firstly, existing structures limit available alternatives for legislators, thereby making reintegration of public services back into public hands difficult. The main objective of this study was to examine work–family culture in four organizations in Finland (n=1,114). Specifically, we attempted to clarify whether perceived work–family culture would vary according to gender, economic sector and type of organization. Furthermore, we investigated whether these perceptions would be related to employee self-reported well-being. The study data were gathered during 2001 by a questionnaire filled in by personnel from four different organizations, i.e. a municipal social and healthcare department (n=496), a municipal education department (n=232), a paper mill (n=183) and an IT organization (n=199). They are based in the philosophy of New Public Management (NPM) and support public services for citizens in quasi-markets. This article increases our understanding of the business models behind these PSPs in terms of their Value Propositions, structures, networks, and financing. Given the current economic crisis, there is a lack of investments also for public sport facilities, which are vital to the urban quality of the city and the quality of life of its citizens. The situation is serious in Italy, especially after the failure of public policies for funding of major events (World Cup, 1990; Winter Olympics, 2006).
