Until the implementation of the connected vehicle takes place, it is still necessary to install sensors to obtain information about mobility. Smart city. Four approaches to the concept of understanding

The paper analyzes the rhetoric of the smart city (SC) concept in order to recognize, categorize, and describe different perspectives of understanding the notion. Four approaches to the SC concept were isolated: three affirmative, and one rejecting. The approaches present a different understanding of the SC and indicate different elements creating urban ‘smartness.’ Despite differences, there is one common goal in every affirmative approach: to improve the quality of urban life. It is achieved through activities covering five dimensions distinguished within affirmative approaches. Together they can serve, i.e.,as a framework for SC case study analyses.
Multi-agent Systems for Estimating Missing Information in Smart Cities

International audience; Smart cities aim at improving the quality of life of citizens. To do this, numerous ad-hoc sensors need to be deployed in a smart city to monitor the environmental state. Even if nowadays sensors are becoming more and more cheap their installation and maintenance costs increase rapidly with their number. This paper makes an inventory of the dimensions required for designing an intelligent system to support smart city initiatives. Then we propose a multi-agent based solution that uses a limited number of sensors to estimate at runtime missing information in smart cities using a limited number of sensors.

Cities, in order to meet the diverse needs of their residents and to cope with urban problems, need not only to create innovative Solutions, but also open to all urban actors local government policies. This aim is especially important to help meet an intelligent city s goals. The paper presents the assumptions of the smart city concept and describes a role of an intersectoral cooperation for a city benefit particularly emphasizing a role of NGOs in it. There were also placed two case studies of cities of Lodz and Cracow, presenting the examples of cities undertaking an intersectoral cooperation (especially with NGOs) and developing strategies based on smart city concept.
