The European Union’s Development Policy: A Balancing Act between ‘A More Comprehensive Approach’ and Creeping Securitization

2016

More than a decade after the release of the European Security Strategy (ESS) in 2003, its affirmation that development and security policy should work together is still one of its most discussed features. The vision of a more comprehensive — if not integrated — approach to security and development was underwritten by substantial changes to the EU’s external relations bureaucracy following the 2009 Lisbon Treaty. This ambition raises several important questions regarding the potential ‘securitization’ of EU development policy and foreign aid. Have security concerns had a growing influence on EU development policy and aid allocation? Do key concepts that have become prominent since the ESS wa…

Migration and the Mediterranean: The EU’s Response to the “European Refugee Crisis”

2020

This chapter describes and examines the origin, nature and development of the so-called “European refugee crisis” and particularly analyzes the internal and external measures taken by the EU and its Member States in response to it. Our inquiry focuses on the following measures: (1) hotspots and emergency support for affected Member States, (2) relocation, (3) resettlement and other legal ways of entry, (4) the CEAS reform, (5) addressing irregular migration through border controls and countering smuggling and trafficking, (6) return and readmission, (7) the EU–Turkey Statement, (8) additional cooperation with third countries as well as (8) (trust) funds to support regions of origin and tran…

Multi-Agent Financial Network (MAFN) Model of US Collateralized Debt Obligations (CDO)

2014

A database driven multi-agent model has been developed with automated access to US bank level FDIC Call Reports that yield data on balance sheet and off balance sheet activity, respectively, in Residential Mortgage Backed Securities (RMBS) and Credit Default Swaps (CDS). The simultaneous accumulation of RMBS assets on US banks’ balance sheets and also large counterparty exposures from CDS positions characterized the $2 trillion Collateralized Debt Obligation (CDO) market. The latter imploded at the end of 2007 with large scale systemic risk consequences. Based on US FDIC bank data, that could have been available to the regulator at the time, the authors investigate how a CDS negative carry …

The Housing Cycle: What Role for Mortgage Market Development and Housing Finance?

2019

AbstractWe use duration analysis to assess the impact of securitization, mortgage sector liberalization and government involvement in housing finance on the length of housing booms, busts and normal times in a panel of 20 OECD countries over the period 1970Q1-2015Q4. Our results reveal that a move towards a more liberalized mortgage sector is associated with longer housing booms, while an increase in securitization is linked with shorter housing busts. They also show that the length of housing booms and busts is particularly sensitive to housing finance characteristics, but that does not seem to be the case for normal times. Additionally, government support measures do not necessarily cushi…

The role of the International Organization for Migration and the UNHCR in the EU and Italy: Still entrapped by a securitization approach to Mediterra…

2019

Mediterranean migration flows have been managed, so far, by revitalizing the traditional remits, such as border control, of the state. Recent years have seen the growth of nationalist parties, able to exploit migrant flows to expand their support. Rescue operations have also received widespread criticism from several other actors, instead others have expressed anxiety about the lack of concern, on the part of state representatives, for the humanitarian dimension of the phenomenon. The EU has not been able to act as a counterweight and has shown all the difficulties involved in enhancing solidarity and responsibility-sharing between member states. Moreover, there is a lack of mutual trust af…

State–Religious Relationships in Ethiopia

2016

In this chapter, Steen-Johnsen depicts how the Ethiopian regime uses fear tactics in order to keep the religious peacebuilders in accordance with their political strategies. She presents rich empirical material describing how religious leaders engaged in peacebuilding fear sanctions if they do not adhere to the strategies of the regime. She finds that processes of securitization as well as historical patterns of state–religious interactions affect how political strategies are enacted in Ethiopia. She argues that these findings make a strong argument of considering how the enactment of political strategies influences the scope of opportunities of religious peacemakers.

Kiberdrošības politiku salīdzinājums Baltijas valstīs

2017

Introduction to "Human Rights & Security: Justifying Exceptions"

2017

Since its introduction in the 1990s1, the concept of securitization has received widespread attention well beyond the field of international relations in the context of which it first appeared. The concept indicates the discursive process in which: (i) an agent claims (securitization move) the necessity to adopt exceptional measures which bring about serious violations of otherwise binding rules, in order to protect a certain value from a grave and extraordinary threat, with the scope of convincing a specific audience to accept those measures and the violations to follow; (ii) the move is successful and the audience effectively accepts the exceptional measures (securitization). One of the p…
