Beyond Foreign Policy? EU Sanctions at the Intersection of Development, Trade, and CFSP

In the wake of unsettling conflicts and democratic backsliding, states and organisations increasingly respond with sanctions. The European Union (EU) is one of them: Brussels makes use of the entire toolbox in its foreign policy, and its sanctions appear in different forms—diplomatic measures, travel bans, financial bans, or various forms of economic restrictions. Yet, there is little debate between different strands in the literature on EU sanctions, in particular concerning measures under the Common Foreign and Security Policy and those pertaining to the development and trade policy fields. Crisis and EU Foreign and Security Policy: An Introduction

This chapter sums up the main findings in the four papers discussing the impact of various external crises on the development of the EU’s Common Foreign and Security Policy, the CFSP. Chapters discuss the EU’s foreign and security policy responses to the Russian annexation of Crimea and the ongoing war in Ukraine, the EU’s crisis management capacities, and the impact of crises on EU–US relations. Despite member states’ traditional reluctance to integrate further in this domain of EU policy, the CFSP is not breaking down. Identity, Instrumental Self-Interest and Institutional Evaluations: Explaining Public Opinion on Common European Policies in Foreign Affairs and Defe…

This paper addresses public opinion on common European policies in foreign affairs and defence. It proposes three models of support for common policies in these fields. Drawing on Eurobarometer data, the analysis shows that instrumental self-interest and territorial identities contribute considerably to explaining support for common foreign affairs and defence policies. Moreover, support for common policies is strongly driven by domain-specific evaluations of the European Union's performance. Developing organisational information security (InfoSec) policies that account for international best practices but are contextual is as much an opportunity for improving InfoSec as it is a challenge. Toward a Unified Model of Information Security Policy Compliance

Information systems security (ISS) behavioral research has produced different models to explain security policy compliance. This paper (1) reviews 11 theories that have served the majority of previous information security behavior models, (2) empirically compares these theories (Study 1), (3) proposes a unified model, called the unified model of information security policy compliance (UMISPC), which integrates elements across these extant theories, and (4) empirically tests the UMISPC in a new study (Study 2), which provided preliminary empirical support for the model. Effects of sanctions, moral beliefs, and neutralization on information security policy violations across cultures

Abstract A principal concern of organizations is the failure of employees to comply with information security policies (ISPs). Deterrence theory is one of the most frequently used theories for examining ISP violations, yet studies using this theory have produced mixed results. Past research has indicated that cultural differences may be one reason for these inconsistent findings and have hence called for cross-cultural research on deterrence in information security. To address this gap, we formulated a model including deterrence, moral beliefs, shame, and neutralization techniques and tested it with the employees from 48 countries working for a large multinational company.

Constraints validation in privacy-preserving attribute-based access control

Attribute-Based Access Control (ABAC) has been found to be extremely useful and flexible and has drawn a lot of research in recent years. It was observed that in the context of new emerging applications, attributes play an increasingly important role both in defining and enforcing more elaborated and flexible security policies. Recently, NIST has proposed more formal definition of ABAC. In this paper we discuss a general privacy-preserving ABAC model (which combines both authentication and authorization) and propose an approach to handle constraints in such privacy preserving setting.

The European Union as a normal international actor: an analysis of the EU Global Strategy

For a long time, the European Union (EU) has been described by many scholars and policymakers as a civilian and a normative power. This article argues that these concepts do not accurately capture the foreign policy behaviour of the EU as prescribed in the European Union Global Strategy (EUGS). It first situates EU identity and role played in international relations within role strain theory.
