Due to the severity of system-wide power outages, though their probability of occurrence is slight, regulatory authorities require that a system restoration plan be drawn up and kept up to date at all times. The power outage that affected northeastern North America in 2003 proved the need for such a requirement. The particular structure of Hydro-Quebec's power system requires the use of a highly specific system restoration procedure. The daily preparation of the system restoration plan is based on a strategy whose application requires that a restoration sequence be drawn up that uses available equipment, the electrical behavior of which has been validated using appropriate studies. Over the…
Silicon Oxysulfide, OSiS: Rotational Spectrum, Quantum-Chemical Calculations, and Equilibrium Structure.
2011
Silicon oxysulfide, OSiS, and seven of its minor isotopic species have been characterized for the first time in the gas phase at high spectral resolution by means of Fourier transform microwave spectroscopy. The equilibrium structure of OSiS has been determined from the experimental data using calculated vibration-rotation interaction constants. The structural parameters (rO-Si = 1.5064 A and rSi-S = 1.9133 A) are in very good agreement with values from high-level quantum chemical calculations using coupled-cluster techniques together with sophisticated additivity and extrapolation schemes. The bond distances in OSiS are very short in comparison with those in SiO and SiS. This unexpected fi…
A prioritised inventory of crop wild relatives and wild harvested plants of Tunisia
2022
AbstractAn inventory of crop wild relatives (CWR) and wild harvested plants (WHP) occurring in Tunisia, based on the integration of the last available floristic checklists, is presented. The taxa were prioritised according to economic value of the related crop, potential for crop improvement, threat status, endemism, inclusion in the ITPGRFA (Annex I) and average annual contributions to dietary energy (kilocalories) per capita per day by applying a scoring system based on 4 priority levels. Of a total of 2912 taxa belonging to the Tunisian Flora, 2504 CWR and/or WHP (86% of the total), from 143 families and 686 genera, were identified, 2445 of which are CWR and 847 are WHP. In detail, 1654 …
Vom Sinn des Verfahrenskonzepts und der Verfahrensvielfalt – und warum das Baukasten-System in der Psychotherapie nicht funktioniert
2019
Why the concept of distinct psychotherapeutic approaches is indispensable - and why the tool box concept of psychotherapy cannot work Background: In Germany, the official psychotherapy guidelines are oriented towards the model of distinct psychotherapeutic approaches. Within the German health care system this also applies to the training in psychotherapy. Some critics, however, are presently pleading in favour of abolishing the model of distinct psychotherapeutic approaches, which also implies to abolish the concept of the so called "Richtlinienverfahren" in Germany - approaches of psychotherapy which proved to be efficacious and whose costs are reimbursed by the insurance companies. Object…
Policing in the Slovak Republic. The organization and current problems of police work
2016
POLICING IN THE SLOVAK REPUBLIC. THE ORGANIZATION AND CURRENT PROBLEMS OF POLICE WORK The Police perform one of the most important roles within the modern society from the viewpoint of providing and maintaining peace, order and security. In the Slovak Republic the Police have been in existence for a relatively short time, but legislation regulating their activities and structure has already undergone several reforms. This treatise contains information regarding the structure and tasks of the Police of the Slovak Republic, discusses the development of criminality within the Slovak Republic, and analyses the current social status of the Police.
Foreign and Security Policy
2015
In early 2014 the foreign and security policy discourse in the Baltic region was transformed as a resurgent and assertive Russia annexed Crimea and launched covert operations in eastern Ukraine.1 Observers were quick to point out that events in Ukraine eerily paralleled the 1940 occupation of the Baltic states. The traditional security concerns about Russian intentions in the region that the Baltic states had increasingly suppressed over the previous 20 years once again rushed to the surface. The post-existential era of Baltic foreign and security policy that had marked the decade that followed accession to the EU and NATO seemed to have come to an end.
Threats to State Security in the Aspect of Disinformation
2021
Information in the aspect of security plays a significant role in influencing the spectrum of the functioning of the state. In today’s information chaos, information has become a tool of manipulation and disinformation, also used in the implementation of strategic goals of a given country. States can thus achieve their strategic goals because it is less costly, more difficult to detect, and allows some sort of manipulation of the rationale behind such actions. Such countries include countries for which democracy is only a concept. It can be indicated that information is a raw material that, in the process of manipulation and disinformation, becomes a kind of a tool that can be used in a tar…
Terroryzm w obliczu bezpieczeństwa państwa
2018
TERRORISM IN THE FACE OF STATE SECURITYThe article focuses on the issue of the threat of terrorism. Terrorism plays a vital role in the environment, gradually becoming a major threat to any conflict affecting the functioning of the state. Experience has shown that in the fight against terrorism, the key to victory is the exchange of intelligence and new techniques and procedures for action. Anti-terrorism methods are continually evolving as a result of new trends and ways in which terrorist activities are carried out.
EUGENICS BETWEEN SCIENCE AND POLITICS IN LATVIA DURING WORLD WAR II: THE INVESTIGATION FILE OF THE MINISTRY OF STATE SECURITY OF THE LATVIAN SSR IN T…
2021
This study, based on the materials of the 1948 investigation of the Ministry of State Security of the Latvian SSR, traces and analyzes the scientific and administrative activities of Theodor Upners (1898-1992) during the Nazi occupation regime in Latvia. From 1942 until the end of the occupation in 1944, Upners was formally the leading eugenics specialist in Latvia. During this time, in 1942 he visited Germany on a scientific trip, gave a course on eugenics at the University of Riga, and in 1943 published the book «The Role of Eugenics in the Life of the Nation and the State». In the 1948 investigation, he was accused of collaborating with the Nazi occupation authorities and glorifying Nazi…
Kiberdrošības politiku salīdzinājums Baltijas valstīs
2017
