Theorising about barriers to open e-learning systems in public administrations

Abstract Barriers to the general use of e-learning technology are known across various contexts. Despite increasing efforts to clarify the range of these barriers, few efforts have been made to advance the theorising about them and, thus, to answer why and how they unfold. This study is motivated to overcome this unaddressed problem and develops a process model based on adaptive structuration theory (AST) and the punctuated socio-technical change model (PSIC). Influence of environmental factors on the spatial distribution and diversity of forest soil in Latvia

This study was carried out to determine the spatial relationships between environmental factors (Quaternary deposits, topographical situation, land cover, forest site types, tree species, soil texture) and soil groups, and their prefix qualifiers (according to the international Food and Agricultural Organization soil classification system World Reference Base for Soil Resources [FAO WRB]). Mean Interplanetary Magnetic Field Measurement Using the ARGO-YBJ Experiment

The sun blocks cosmic ray particles from outside the solar system, forming a detectable shadow in the sky map of cosmic rays detected by the ARGO-YBJ experiment in Tibet. Because the cosmic ray particles are positive charged, the magnetic field between the sun and the earth deflects them from straight trajectories and results in a shift of the shadow from the true location of the sun. Here we show that the shift measures the intensity of the field which is transported by the solar wind from the sun to the earth.

Study of 3D sound for an audio-visual interaction in enriched virtual environment

Most of the applications integrating 3D sound in virtual environment are limited to acoustic simulation. The objective of this thesis is to study the added value of 3D sound in the interaction with virtual environment. We developed an audio stimulation technique called "Artificial Spatial Audio Sensation: (ASAS)" based on the creation of audio effects. This technique conveys the sensations of spatialized sound that allows accurate sound source localization in azimuth and in elevation.
