The spatial strategies of Italian regions

2014

Spatial planning is undergoing radical changes all over Europe. As space is greatly affected by the intersection of processes of economic restructuring and institutional reorganisation, planning tools at different scales are required to reinvent their capacity to describe local identities, spatial relations and any form of territoriality. The increased complexity of territorial change, therefore, demands planning to reshape it as a cognitive process which is able to combine the designing of the future with the emergence of new, flexible and socially recognised conceptions of space and places. In this context, regions are no longer seen merely as a background for cultural identities or the s…

South-eastern Sicily: a counterfactual post-metropolis

2017

Postmetropolis is an ambitious term that could be summarized as the "postmodern metropolis." With it Edward W. Soja (2000) aims to define the globalized city that he supposes to be involved in a radical transition process that began with the post-modern city. In relation to these considerations, the article explores the post-metropolitan profile of South-eastern Sicily through: a socio-economic outlook describing the characteristics of demography, employment and income in this part of Sicily; a spatial analysis of housing and land use; and finally an institutional description of the administrative state of the art in Syracuse, Ragusa and their surroundings. Each section describes the most c…

Transizioni in periodi di incertezza. L’innovazione delle politiche regionali di governance per lo sviluppo auto sostenibile

2020

The basis of this contribution are a) the European Commission's regional innovation strategies for smart specialization (RIS3), b) the regional policies to combat the risk of decline and c) the governance model of Transition Management. Today the challenge consists in the validation of RIS3 even in the conditions of uncertainty exacerbated, for example, by the recent experience of COVID 19 as a global pandemic, trigger of the planetary economic and social decline. The guidance of the territorial transformations induced by RIS3 can be achieved with GIS technologies which, in turn, can constitute a single platform of the competent regional administration for urban and landscape planning. A Territorial Contradiction

2014

Spatial planning and environmental restoration are essential corollaries to the management of protected natural areas; however, without a sound awareness of the evolutionary consistency of biocoenoses, the harmonious integration between human activities and ecosystem preservation remains an unattainable utopia. The theorisation of a balanced welfare, inspired by the universal tendency of ecosystems to reach a steady state, has to go along with the defection from any economic greed. © Springer International Publishing Switzerland 2015.

Urban rehabilitation areas in Oporto, Portugal. A brief overview

2020

This paper establishes some preliminary outcomes of the research period carried in 2019 at CITTA – University of Porto as a visiting student. Oporto is the second largest Portuguese city and the engine of the metropolitan system of the northern region of the country. For more than 30 years local urban policies have been articulated with the EU urban policies to deal with severe urban problems and boost regeneration processes. Whilst the PhD research project is entitled – Understanding the EU’s urban agenda at the margins of Europe: lessons and perspectives – studying the case of Oporto is an opportunity to reflect on the influence and impact of the EU’s regional policy over the trajectories…

Community action and planning. Contexts, drivers and outcomes

2014

With trust in top-down government faltering, community-based groups around the world are displaying an ever-greater appetite to take control of their own lives and neighbourhoods. Government, for its part, is keen to embrace the projects and the planning undertaken at this level, attempting to regularise it and use it as a means of reconnecting to citizens and localising democracy. This unique book analyses the contexts, drivers and outcomes of community action and planning in a selection of case studies in the global north: from emergent neighbourhood planning in England to the community-based housing movement in New York, and from active citizenship in the Dutch new towns to associative a…

Elaborating biodiversity offsetting towards ecological accounting of land use planning

2022

Kompen…

Towards a Deep Integration of Socio-Economic Action and Spatial Planning

2012

It is now time to recognize that self-organizing socio-economic actors can and must act directly on the pursuit of territorial development and cohesion or, in other words, that the broadest possible number of socio-economic actors must be involved, to this end, in co-creating products, services and innovative content. ICTs can greatly help to go forward in this direction, allowing the merging of regulation, implementation of policies and spontaneous transformation, thanks to their interactivity and their potential of diffusion of “usable knowledge” (Lindblom and Cohen, 1979). The proposed approach relies on the notion of Living Labs (LLs), or better on that of “Territorial Living Labs” (TLL…

Sustainable Development and the Practice of Spatial Planning: A Proposal of Criteria for Measuring the Overall Sustainability of Planning Actions in …

2021

The sustainable city debate is gaining ground in recent years, featuring as a prominent issue in several policy documents of the European Commission, and enjoying support by the main organisations and institutions at international level. At the same time, improving local governance standards by involving citizens in local decision-making is a recurring issue in the debate on local democracy and enhancement of community cohesion. This paper presents an analysis of the European experience and best practice relating sustainable development to the day-to-day practice of spatial planning. The overall purpose is creating a proposal of indicators for measuring the sustainability of planning action…
