Discretionary vs nondiscretionary in fiscal mechanism – non-automatic fiscal stabilisers vs automatic fiscal stabilisers
2015
The goal of the present study is to increase the intelligibility of macroeconomic phenomena triggered by governmental intervention in economy by means of fiscal policies. During cyclical movements, fiscal policy can play an important role in order to help stabilise the economy. But discretionary policy usually implies implementation lags and is not automatically reversed when economic conditions change. In contrast, automatic fiscal stabilisers (SFA) ensure a prompter, and self-correcting fiscal response. The present study aims to tackle the topic of discretionary vs nondiscretionary characteristic of fiscal stabilisers (SF). In this context, the scope of the research undertaking is to laun…
Photo-re-stabilisation of recycled post-consumer films from greenhouses
2004
The photo-oxidation behaviour of recycled post-consumer films from greenhouses has been studied in order to evaluate the environmental resistance of these secondary materials and the effect of some stabilising agents. The presence of the UV absorber slows down the weathering of the post-consumer materials. After about 1000 h of accelerated weathering the unstabilised post-consumer material becomes brittle, while the re-stabilised post-consumer film becomes fragile only after about 1500 h. A synergistic effect is observed when an antioxidant and an UV stabiliser are added. Indeed, in this case, the recycled material is not brittle even after more than 1700 h. These last results can be probab…
Extraction of amino acids with emulsion liquid membranes using industrial surfactants and lecithin as stabilisers
2000
Abstract Industrial surfactants (being the mixtures of several individual compounds) were used as stabilisers of emulsion liquid membranes (ELMs). Although, some impurities present in technical formulations of these compounds were extracted to aqueous solutions of amino acids, most of the used surfactants well served to this purpose. In the case of amino acid transport, they do not act as carriers and application of additional carrier (such as D2EHP) was required in order to facilitate the transport. Interestingly, the same properties were found for lecithin, industrially important natural surfactant. Lecithin applied as a chiral discriminator, used either as an emulsion stabiliser or carri…
Photo-stabilization of biopolymers-based nanocomposites with UV-modified layered silicates
2020
Abstract Eco-friendly in-situ stabilised biopolymer nanocomposites based on polyamide 11 (PA11) and polylactic acid (PLA) were prepared by melt mixing in the presence of a modified organo-montmorillonite clay containing a chemically-bound hindered amine UV-stabilising function, [(UV)OM-MMt]. Characterisation of the newly synthesised organo-modifier containing the reactive hindered amine (HAS) UV-stabilising function [(UV)OM] has confirmed a successful synthesis. The (UV)OM was then introduced into NaMMt through ion exchange reaction to prepare the UV stabiliser-bound organo-modified-MMt, [(UV)OM-MMt]. The in-situ stabilised PA11- and PLA- nanocomposites (PA11-(UV)OM-MMt and PLA-(UV)OM-MMt) …
Logistyka jako czynnik dobrostanu nowej generacji
2021
W artykule przeprowadzono wywód uzasadniający stabilizującą rolę logistyki w osiąganiu dobrostanu w okresie zaskakujących i niespodziewanych zmian. Zaprezentowane argumenty bazują na zmieniających się w czasie związkach logistyki z dobrostanem, jak również na reaktywności logistyki na zmiany w otoczeniu.
Melt stabilisation of high-density film-grade polyethylene
2001
The thermoxidative degradation of a high-density polyethylene stabilised either with standard and novel kinds of antioxidants was examined at many different temperatures. The aim of this work was to investigate the degradation response (crosslinking or chain-breakage) on the polyolefin molecular structure in terms of low shear rate melt viscosity increment and oxidation induction time both studied through steady and dynamic shear flow tests performed in a rotational rheometer. Lactone type antioxidants, especially the one containing P-EPQ phosphite component, exhibit the lowest thermoxidative degradation at high temperatures. Vitamine E, used in blend with a phosphite, appears to be a good …
Can fiscal decentralization alleviate government consumption volatility?
2016
We analyse how fiscal decentralization affects the volatility of government consumption extending the existing literature that mainly deals with the effects of the former on government size. Using data for 97 developed and developing countries from 1971 to 2010, we find that a higher degree of fiscal decentralization leads to lower government consumption volatility. This result holds for the sub-sample of advanced economies, while it is not confirmed for those less-developed. This mechanism seems to work mainly through a lower volatility of the non-discretionary spending, which typically belongs to the central government’s policy. We also confirm existing findings according to which country…
