Assetto territoriale e sfide della pandemia. Considerazioni sull’esperienza spagnola e tedesca
2021
The SARS-CoV-2 has generated an unprecedented global health crisis. This has brought the age-old question of emergency management in the rule of law back to the centre of legal re…
Spin Crossover and Long-Lived Excited States in a Reduced Molecular Ruby.
2020
Abstract The chromium(III) complex [CrIII(ddpd)2]3+ (molecular ruby; ddpd=N,N′‐dimethyl‐N,N′‐dipyridine‐2‐yl‐pyridine‐2,6‐diamine) is reduced to the genuine chromium(II) complex [CrII(ddpd)2]2+ with d4 electron configuration. This reduced molecular ruby represents one of the very few chromium(II) complexes showing spin crossover (SCO). The reversible SCO is gradual with T 1/2 around room temperature. The low‐spin and high‐spin chromium(II) isomers exhibit distinct spectroscopic and structural properties (UV/Vis/NIR, IR, EPR spectroscopies, single‐crystal XRD). Excitation of [CrII(ddpd)2]2+ with UV light at 20 and 290 K generates electronically excited states with microsecond lifetimes. This…

Stability of stochastic nonlinear systems with state-dependent switching
2013
In this paper, the problem of stability on stochastic systems with state-dependent switching is investigated. To analyze properties of the switched system by means of Itô’s formula and Dynkin’s formula, it is critical to show switching instants being stopping times. When the given active-region set can be replaced by its interior, the local solution of the switched system is constructed by defining a series of stopping times as switching instants, and the criteria on global existence and stability of solution are presented by Lyapunov approach. For the case where the active-region set can not be replaced by its interior, the switched systems do not necessarily have solutions, thereby quasi-…
Un balance de la modernización autonómica y las relaciones intergubernamentales
2015
International audience; This article contains an overview of the modernization of the regional administrations since its inception until present. We distinguish roughly four modernizing cycles: the first is mainly identified with the search for legitimacy and survival of the regional administrations. The second is inspired by the New Public Management (NPM) and the emergence of a post-burocratic paradigm that enables the development of new methodologies. The third is characterized by the primacy of e-administration and quality policies applied to public services. Finally, the last cycle poses antagonistic tendencies, according to the outbreak of the current economic crisis.; En este artícul…
Jānis Pliekšāns’ (Rainis’) “Formula of Happiness”
2020
The article focuses on the analysis of the understanding of “formula of happiness” of Jānis Pliekšāns (Rainis), lawyer, philosopher and the most famous Latvian poet. Rainis’ works were created at the end of the 19th – beginning of the 20th centuries. This is the time when the legal consciousness of the Latvian State was evolving and the Republic of Latvia was proclaimed (1918). Rainis’ views in the philosophy of law were significantly influenced by the theory of Marxism and the fight for rights described by Rudolf von Ihering. Rainis’ “formula of happiness” means interminable self-improvement in the struggle for personal happiness with the aim of leading the whole humanity towards happiness…
Assessment of the physical and emotional health concerning the students' physical activity during the COVID-19 pandemic
2021
Introduction. SARS CoV-2 caused the third global pandemic and by applying quarantine / isolation / lockdown, the movement was restricted, the physical contact between people was reduced, the physical activity was low, but the activities using electronic devices at home were frequent. The aim of the study was to assess the physical and emotional health in relation to the physical activities done during quarantine/ isolation during the pandemic. Material and method. The study was cross-sectional and consisted of completing an online questionnaire. It was conducted in a period of 6 months and it included 334 students. In order to point out the symptoms caused by quarantine / isolation/ lockdow…
Official Development Assistance in fragile states: an unresolved issue - Focus on education
2013
Since the mid 2000s, the theme of "fragile states" became a structuring axis of development policies of most donors. Insofar as investment in education is perceived as a necessary, if not sufficient, to vanquish poverty, the option to stimulate and accelerate the development of education constitutes an opportunity for the international community. Even if it means that the latter also has to exercise some forms of interference. The findings of our empirical analysis show, that within fragile states, the emergence of a current contradiction between the inclusive nature of the EFA goals and the exclusionary nature of the paradigms on which foreign aid is based (effectiveness and results). This…
International aid on education in fragile states and armed conflict: what prospects?
2013
Currently, over a third of children not in school live in countries considered being as fragile or affected by an armed conflict. These countries, which are mainly located in sub-Saharan Africa, will not reach the objectives of Education For All for 2015. This paper covers approaches across comparative education, political science and sociology of organizations. The question is: what prospects for international assistance on education in fragile states and countries affected by armed conflict? Our study explores empirically the conditions of intervention of international aid within the contexts of fragility and armed conflict. Insofar as investment in education is perceived as a necessary, …
