The article explores the history of the process of deinstitutionalization in Palermo and Reggio Calabria, in the context of the critical psychiatric movements in Italy (1960-1978). It is consolidated the idea of a Southern Italy unconnected with the “psychiatric question” and anti-institutional practices, in Italy due mainly to Franco Basaglia and his team. The essay focuses on this issue in the South of Italy where, as well as in the other experiences, the actions were both political and scientific. This article analyses the draft of the final report prepared by Senator Giovanni Pellegrino, who from 1994 to 2001 chaired the ‘Parliamentary Commission of Inquiry on terrorism in Italy and on the causes of the failure to identify those responsible for the massacres’. The document was completed in 1995 and attempted a general interpretation of the causes of the political violence that had been a major feature of the history of the Italian Republic up to that point. This article reconstructs events relating to the Centro di coordinamento regionale di polizia criminale (Criminalpol Sicilia) in Palermo, from its establishment in the second half of the 1960s up to the beginning of the 1980s. Created in order to unify and coordinate mafia investigations at the regional level, Criminalpol Sicilia became, over time, one of the most significant ventures in the history of the battle against the mafia. Interacting with the lively debate on petitions and the various forms of appeal to the authorities written in different spatial and temporal contexts, the article deals with the analysis of a group of “discrimination” requests addressed to the General Directorate for Demography and Race by a sample of female Italian citizens qualified as belonging to the “Jewish race” in Autumn 1938.
