City logistics – A Strategic Element of Sustainable Urban Development
2016
Abstract The main purpose of this article is to present the basic development trends in the logistics area of the city, some concept of sustainable logistics and innovative technologies prerequisites to its implementation. The author shows such intelligent technologies as e.g. intelligent traffic control, modular containers, which help to improve utilization of vehicle capacity, and alternative means of transport. This will help to reduce the load on the road infrastructure, thus improving the quality of the environment and life in the city. The main trend in sustainable city logistics is cooperation between suppliers, customers and the public administration. Implementation of intelligent l…
Strategic planning and management of national development processes in Latvia
2009
Thanks to achieved productive collaboration of the highest level government institutions with the academic community experts, a national strategic planning system is shaping that is very significant for further development of Latvia. General principles of the system have been approved by the Law on Development Planning System. The conceptual document A Growth Model for Latvia: People First defines a knowledge‐based human‐centred development scenario. The National Development Plan has been approved as a mid‐term programme for implementation of the Model. To monitor progress towards the goal an integrated quantified quality of life index was developed; the index includes priorities essential …
Sustainability in Road Design: A Methodological Proposal for the Drafting of Guideline.
2012
Abstract This paper, starting from the U.S. experience (USGBC LEED) in the building field, through GBC ITALIA, underlines the need of a specific methodological approach in our country for a roads sustainable design. Therefore, we propose criteria for the methodological approach of a handbook of sustainability. In this guideline required and voluntary project requirements are identified; for each of these objectives, benefits, standards of reference and its methods of implementation are suggested. The above guideline, using detailed development tools (VA, LCA), could provide guidance to the road-designer in the evaluation and selection of strategies to drawing-up project performance standard…
NEW FINANCIAL RECOVERY PLANS OF ITALIAN LOCAL GOVERNMENTS: AN ASSESSMENT USING OUTCOME-ORIENTED DYNAMIC PERFORMANCE MANAGEMENT
This Ph.D. thesis investigates the new financial recovery plans as instruments which aim to avoid the bankruptcy of local governments in difficulties. This tool was approved by the Italian Central Government by Law Decree No. 174 of 2012. The goal of this work is to verify whether a recovery plan is capable of ensuring fiscal discipline and financial sustainability. The literature on the subject focuses mainly on two aspects: the description of legal framework and the static analysis of recovery plans. The present research, instead, explores the drafting process of recovery plans by investigating the local governments’ decision-making process and the involvement of stakeholders in planning …
Using a Dynamic Performance Management approach to reinforce the benefits of territorial strategic planning
2013
The purpose of this paper is to present how system dynamics (SD) can be used to enrich performance management in local government and to foster a common shared view of the relevant system’s structure and behavior among stakeholders for territorial strategic planning. We begin by framing how dynamic complexity through SD modeling can support consensus building among different stakeholders within a territory, which moves beyond the traditional view of strategic planning within the context of a single jurisdiction. A Dynamic Performance Management (DPM) approach, as shown by our case-study, may help such players to overcome possible barriers to collaboration because of its support to better de…
Measuring and Managing the Performance of Territories as a hybrid field of study and practice: a System Dynamics Approach
2014
The purpose of this paper is to illustrate how system dynamics (SD) modeling can be used to enrich performance management in local government and to foster a common shared view of the relevant system’s structure and behavior among stakeholders for territorial strategic planning. This is a quite hybrid field of analysis in performance measurement/management. In fact, in this context, performance is not primarily related to the single institutions in a regional area; it is rather associated to the territory where they operate. We begin by showing how framing dynamic complexity through SD modeling can support consensus building among different stakeholders in a territory. This shifts the atten…
A Strategic Management Approach to the Problems of EU taxation
2004
This paper adopts a strategic management approach (objectives, strategy, structure, control) to the study of the European Union's taxation problems. Union of States have some strengths vis-a-vis individual States. However, to ensure that all States benefit, they need constant redistribution. As opposed to fiscal problems of unitary states, Unions of States have additional problems related to their differentiated organizational form, and hence they need integrating control mechanisms. This paper studies the EU taxation in view of the above notions common to the literature on fiscal federalism. We find that a strategic management approach can be applied to highlight the problems of taxation i…

Strategic planning dimension in Italian universities
2011
In this paper we analyze both structure and substance of the planning process support documentation. We have identified a set of dimensions widely used in both theory and practice and related to what is commonly referred to as Performance (Performance management). For research purposes we distinguish between process related dimensions and substance related dimensions. With respect to the for mentioned distinction we construct a cluster matrix of the universities where a position of a single university inside the projection is defined as a function of the plan quality variables and the process quality variables.
