Fostering agency as a core component of professionalism is seen as a critical task of higher education. However, the tools for assessing university students’ agency, and the pedagogical and relational resources needed for its development, are lacking. In recent decades, an essential global aim of the reforms of special education has been the promotion of inclusive education. This article discusses the implementation of reforms with a focus on tiered support systems in the context of Finnish comprehensive school education. Based on earlier literature, legislation, and administrative documents, we provide a background for Finnish education policy and special education reforms. 07103; The standard benefit incidence algebra generally produces biased estimates of the distribution of public spending on education when students from poor and rich families are enrolled in schools that receive different levels of public spending per student. Except in very rare instances, removing these biases entails combining several sources of information in order to evaluate how unit spending varies across different population groups. Opacity may affect both the means used to implement policies and the real objectives that they pursue. Our concern with opacity is limited to the cases when it is the result of obfuscation. that is, of some effort on the part of governments or other public bodies (central banks or international organisations) to hide or misrepresent their choices. In the literature concerned with accounting for inefficient policies, there are now models in which opacity plays no significant role.
