This book examines how different countries define and address environmental issues, specifically in relation to intergovernmental relations: the creation of institutions, the assignment of powers, and the success of alternative solutions. It also investigates whether a systemic view of the environment has influenced the policy-making process. The broad perspective adopted includes a detailed analysis of seventeen countries in six continents by scholars from a range of disciplines – economics, political science, environmental science and law – thus producing novel material that moves away from the conventional treatment of decentralisation and the environment in economic literature.

[ES] La muerte anunciada de muchos municipios del interior montañoso y rural de España pone de relieve la catástrofe que puede suponer en términos de pérdida poblacional, patrimonial, cultural, económica y medioambiental. La toma de conciencia de ese problema obliga a poner en marcha políticas que modifiquen esta deriva. Nuestro propósito en último término es diseñar una política de desarrollo integral para estos territorios. A este fin, el objeto concreto de este trabajo es realizar un diagnóstico territorial en relación a las estructuras de cooperación existentes en los territorios en riesgo de despoblación de la Comunidad Valenciana.

W artykule przedstawiono proces kształtowania się ustroju II Rzeczpo-spolitej i pokładanych nadziei na zrównoważony rozwój kraju. Zarysowano tradycjępolskiego parlamentaryzmu i wskazano na jego odrębność względem parlamentary-zmów innych krajów europejskich. Do tradycji tej usiłowało nawiązać odradzające siępo zaborach państwo polskie, przystosowując ją do struktury prawnej nowożytnego państwa liberalno-demokratycznego. Wejście II Rzeczpospolitej do grona państw po-siadających liberalno-demokratyczną konstytucję nie oznaczało, automatycznego za warstwą prawną, przeniesienia struktury społecznej, ekonomicznej i mentalnej. Celem opracowania jest wskazanie na rolę instytucji w kreowaniu lokalnych (regionalnych) biobiznesów. Lokalne biobiznesy opierają się na unikatowym wykorzystaniu zarówno standardowych, jak i specyficznych zasobów terytoriów, w których są zakładane. Analizę przeprowadzono z wykorzystaniem trzech wymiarów transformacji europejskiego modelu rolnictwa: regulacji środowiskowych, dyfuzji wiedzy i informacji oraz powiązań międzyorganizacyjnych i społecznych. On Sustainable Management in Local Governance of Water: a Prospective Localized Study

In the face of the changes in the planet's natural resources and of their unequal distribution, it is becoming more urgent that contemporary societies oversee environmental assets in a global manner. Although international directives, when they are transposed into national laws, may set specific objectives, meeting them at the local level is as yet an uneven enterprise. Nevertheless we hope to demonstrate, using a case-study involving local tensions over water resources, that public management of the crisis may be developed that effectively involves the civic society, by using the incentives and enforcement tools of central government and of local institutions.
