The effectiveness of the Finnish EIA system — What works, what doesn't, and what could be improved?

Abstract The article summarises the results of a multidisciplinary research project on the effectiveness of the Finnish EIA system. It examines the main strengths and weaknesses of EIA as a preventive and participatory environmental management tool. The study concludes that EIA has achieved a meaningful role in the environmental policy toolbox in Finland and has clearly enhanced the possibilities for high-quality environmental decision making. The research cites the liaison authority system as a clear strength of the Finnish EIA system in its enabling a single regional authority to specialise in and gain wide experience on EIA issues. Distribution grid analysys through PSAT open source tools

In this paper a study of an electrical distribution grid with presence of renewable energy sources performed using the Power System Analysis Tool is presented. The paper describes the load flow analysis of a real existing grid owned by the Italian DSO “ENEL Distribuzione SpA” and located in an urban area.

International audience; In this paper, we present a toolbox for a specific optimization problem that frequently arises in bioinformatics or genomics. In this specific optimisation problem, the state space is a set of words of specified length over a finite alphabet. To each word is associated a score. The overall objective is to find the words which have the lowest possible score. Measuring Dissimilarity Between Curves by Means of Their Granulometric Size Distributions

The choice of a dissimilarity measure between curves is a key point for clustering functional data. Functions are usually pointwise compared and, in many situations, this approach is not appropriate. Mathematical Morphology provides us with a toolbox to overcome this problem. We propose some dissimilarity measures based on morphological granulometries and their performance is evaluated on some functional datasets.

Traditionally, such systems are created by implementing knowledge provided by experts in a system that can be queried for answers. Pre-determinants of Implementing IT Benefits Management in Norwegian Municipalities: Cultivate the Context

The concept of benefits management addresses explicated practices to realize benefits from information technology investments. However, a minority of organizations have implemented those. We explored which pre-determinants affect the implementation of benefits management practices by conducting a Delphi process in the Norwegian municipality sector. The experts represented governmental organs, general management, and municipal service managers. They identified 59 pre-determinants of potential importance.
