Workshop on Competencies for the Globalization of Information Systems in Knowledge-Intensive Settings
2010
Software development has become a global task for the past decades. Outsourcing and offshoring solutions have been discussed frequently, in both research and in industry. Export is the main driver for a society’s and corresponding individual’s wealth. As more and more organizations apply outsourcing and offshoring practices, new ways have to be found to compete in this rapidly changing environment. Additionally, the digital divide is becoming a central issue, determining the relation of developed and developing countries.
Organized crime and public spending: a panel data analysis
2018
The aim of this paper is to investigate, empirically, what components of public spending imply a decreasing effect on organized crime and what components create opportunities for organized crime, discussing also the role of government efficiency. Using a panel data analysis, the results show a strikingly consistent pattern for the EU Member States. Organized crime mainly operates in the distribution of government spending for local public goods and public provision of private services. There is a decreasing effect on organized crime of the public expenditure devoted to education and social policy. Government efficiency in public spending is beneficial to limit the opportunities of the organ…
The “I” between G and C: E-Government intermediaries in developing countries
2011
Published version of an article from the journal: The Electronic Journal of Information Systems in Developing Countries. Also available from the publisher: http://www.ejisdc.org/Ojs2/index.php/ejisdc/article/viewFile/826/371 While there has been a rapid growth in e-Government initiatives in developing countries, whether it has led to providing effective government services to the citizens has remained a question of concern. Evidence suggests that this objective is far from being met. The main hurdle has been that an overwhelming part of the citizens in these countries do not have the capability to either access government information physically or to use it effectively even when they can ac…
Spanish riders law and the right to be informed about the algorithm
2021
The Spanish Government has introduced a regulation which establishes: i) the presumption of employment in digital delivery platforms, and ii) the right of workers’ representatives to be informed about the parameters, rules and instructions on which the algorithms that may have an impact on working conditions are based. This article describes the new law and analyses the novelty of this regulation and its expected impact. The main conclusion is that with this law the Spanish legislator is seeking to clarify that the new technological options – digital algorithms and platforms – are simply the means of performing an economic activity and therefore people who render services within their scop…

This paper contributes to e-government research by presenting a review and discussion on how digitalization of public services has affected the interaction between citizens and government. We argue ...
uMemristorToolbox: Open source framework to control memristors in Unity for ternary applications
2020
This paper presents uMemristorToolbox, a novel open source framework that reads and writes non-volatile ternary states to memristors. The Unity (C#) framework is a port of the open source Java project Memristor-Discovery and adds a closed-loop ternary memory controller to enable both PC and real-time embedded ternary applications. We validate the closed-loop ternary memory controller in an embedded system case study with 16 M+SDC Tungsten dopant memristors. We measure an average switching speed of 3 Hz, worst case energy usage of 1 μW per switch, 0.03% random write error and no decay in (non-volatile) state retention after 15 minutes. We conclude with observations and open questions when wo…
The cosmological constant problem in codimension-two brane models
2005
We discuss the possibility of a dynamical solution to the cosmological constant problem in the contaxt of six-dimensional Einstein-Maxwell theory. A definite answer requires an understanding of the full bulk cosmology in the early universe, in which the bulk has time-dependent size and shape. We comment on the special properties of codimension two as compared to higher codimensions.
