Some regions may be characterized by a very low annual lightning ground flash density, and yet lightning strikes seem to have been in those areas the cause of widespread wildfires in forested areas. Due to global climate change, these occurrences seem to be an increasing threat. In 1828, in Mana, in French Guyana, Anne-Marie Javouhey was the maker of a complex society experiment, between suggestions of utopian socialism and Jesuit reductions of the seventeenth century, which would become a laboratory for the redemption of marginalized Europeans and for the emancipation of the blacks of Africa brought to the colonies.

The permittivity of a material is an important parameter to characterize the degree of polarization of a material and identify components and impurities. This paper presents a non-invasive measurement technique to characterize materials in terms of their permittivity based on a modified metamaterial unit-cell sensor. The sensor consists of a complementary split-ring resonator (C-SRR), but its fringe electric field is contained with a conductive shield to intensify the normal component of the electric field.
