An intermodal hub can be defined as a place where transportation networks are organized to facilitate intermodality between different modes. Intermodal hubs should intrinsically have an urban dimension and be globally designed as “plug flows”, being interfaces between transport networks and territory, being an element to create “urbanity”. The Pan-European Corridor V railway line connects Lisbon and Kiev and touches many European countries. The paper present focuses on the Turin-Lyon section where French and Italian authorities jointly work on this huge infrastructure project while applying different approaches. While there are provisions for a public debates on such issues in France, there is no similar institutional framework in Italy. Abstract The study aims to assess the lived experience and the environmental heritage perceived level by residents of an high complexity rural area, and which is, in this context, the role played by production of renewable energies. The paper introduces the concept of rural capital as an effective tool for environmental heritage analysis and measurement. In 1997 a “new programming” was launched in Italy by the Department of development and cohesion policies in Rome. One of the key features of this new phase was the emphasis on “endogenous” local development, i.e. a development which is mainly based on local actors and productive specializations. The new programming strikingly failed to deliver its expected results. Some wrong expectations were fostered with regard to local political elites (§§ 1).
