Abstract A key question in the reform process of Europe's railway industry is the decision whether to opt for a market structure that vertically integrates infrastructure and operations, or for one that separates them. In making this decision, knowledge of the relationship between operating costs and the infrastructure is fundamental. For this purpose a translogarithmic cost function is estimated, including the multi-product nature of railway companies and a measurement of the value of the infrastructure. It is claimed that alternative policies top grade repetition should seek to provide individualised treatment and ensure early intervention. The dataset documents the mobility disruptions and the modal shifts that have occurred as a consequence of the restrictive measures implemented in ten countries: Australia, Brazil, China, Ghana, India, Iran, Italy, Norway, South Africa and the United States. On 8th March 1855, Buenos Aires government hired the exile Silvino Olivieri to create a military force of volunteers. The Legión AgrícolaMilitar had the task of occupying the area of Bahía Blanca, defeating the resistance of indigenous peoples and establishing an agricultural colony. About 500 volunteers took part in the mission that culminated with the birth of Nueva Roma. Deploying harmonized ITS services in the framework of EasyWay project

In the last decade, the use of new technologies in the transportation domain has made possible the development of the Intelligent Transport System (ITS). However, the ITS services were deployed isolated. The purpose of the EasyWay Project is to involve all the European countries to deploy harmonized ITS services taking into account the European citizen as final In this paper, an introduction of EasyWay project is done, including the ITS concept services and the Deployment Guidelines. A deployment guideline for traffic management and corridors is presented. Using this guideline, a real Spanish Traffic management Plan is analyzed.

This paper presents the Safety Culture Enactment Questionnaire (SCEQ), designed to assess the degree to which safety is an enacted value in the day-to-day running of nuclear power plants (NPPs). The SCEQ is based on a theoretical safety culture model that is manifested in three fundamental components of the functioning and operation of any organization: strategic decisions, human resources practices, and daily activities and behaviors. Invariant Feature Matching for Image Registration Application Based on New Dissimilarity of Spatial Features

An invariant feature matching method is proposed as a spatially invariant feature matching approach. Deformation effects, such as affine and homography, change the local information within the image and can result in ambiguous local information pertaining to image points. New method based on dissimilarity values, which measures the dissimilarity of the features through the path based on Eigenvector properties, is proposed. Evidence shows that existing matching techniques using similarity metrics--such as normalized cross-correlation, squared sum of intensity differences and correlation coefficient--are insufficient for achieving adequate results under different image deformations.
