Risk management optimization for sovereign debt restructuring

Debt restructuring is one of the policy tools available for resolving sovereign debt crises and, while unorthodox, it is not uncommon. We propose a scenario analysis for debt sustainability and integrate it with scenario optimization for risk management in restructuring sovereign debt. The scenario dynamics of debt-to-GDP ratio are used to define a tail risk measure, termed "conditional Debt-at-Risk". A multi-period stochastic programming model minimizes the expected cost of debt financing subject to risk limits. The increasing popularity of optical communication has also brought a demand for a broader bandwidth. The trend, naturally, was to implement methods from traditional electronic communication. One of the most effective traditional methods is Code Division Multiple Access. In this research, we suggest the use of this approach for spatial coding applied to images. The approach is to multiplex several filters into one plane while keeping their mutual orthogonality. It is shown that if the filters are limited by their bandwidth, the output of all the filters can be sampled in the original image resolution and fully recovered through an all-optical setup. Optical implementation of the weighted sliced orthogonal nonlinear generalized correlation for nonuniform illumination conditions.

Optical pattern recognition under variations of illumination is an important issue. The sliced orthogonal nonlinear generalized (SONG) correlation has been proposed as an optical pattern recognition tool to discriminate with high efficiency between objects. But, at the same time, the SONG correlation is very sensitive to gray-scale image variations. Single-channel polychromatic pattern recognition by the use of a joint-transform correlator.

We present a single-channel system for color image recognition that is based on a joint-transform correlator setup. The color images are encoded as phase and amplitude functions, inspired from the Munsell color representation. A real-time implementation of the new codification method can be achieved by the use of a spatial light modulator operating in phase-only modulation mode. We determine the optimal codification for a linear color-phase code. Its performance is compared with a conventional multichannel correlator by means of computer simulations. Experimental results are also presented.

New sunphotometer for network operation.

A handheld sunphotometer has been developed and is described. It operates for 9 wavelengths in the visible and near infrared. The sensitivity range is rather broad, so it can be used in turbid as well as clear atmospheres. The operation is simple, and a digital readout helps prevent operator biases. The instrument is sun powered and suitable for network operations. Determination of the atmospheric turbidity due to aerosol and the column content of O3, NO2, H2O is possible.

The use of near-infrared spectrometry in the olive oil industry.

The enormous possibilities offered by near-infrared (NIR) spectroscopy for the (on/in/at-line) quality control process of olive fruits, pastes, and oils are summarized throughout this paper. Special attention has been paid to the combination of NIR and chemometric treatments for the on-line analysis of olive fruits and also for the quality parameters evaluation on olive oils and pastes which can enhance the production of a high quality olive oil and the selection of olive fruit with superior properties. The implementation of NIR sensors in olive mills with successful results has also been reviewed and the commercial olive fruit and oil analyzers highlighted.
