The Actuarial Balance Sheet for Pay-As-You-Go Finance: Solvency Indicators for Spain and Sweden

This paper provides the first estimate of the actuarial balance of the Spanish contributory pension system for the old-age contingency, based on official data. The main accounting entries are developed from the principles of double-entry bookkeeping. The novel entry in the balance sheet, entitled the ‘contribution asset’ or ‘hidden asset’, is at the centre of the theoretical discussion. A comparison between the official balance sheet for the Swedish notional account system and our balance sheet for the Spanish contributory pension system is also provided. The aim of the chapter is to identify main actions undertaken within the Polish road safety policy and to assess its efficacy based on the system approach, as well as to present recommendations for enhancing road safety in Poland. In the first part of the chapter key objectives of the EU road safety policy are elaborated. Then, the situation in Poland related to the number of road fatalities and to the causes of accidents is described, and policy instruments in Poland are presented. In the last part of the text an attempt is made to evaluate the Polish road safety policy. Besides, recommendations for improving road safety performance in Poland are elaborated on. The aim of this research is to find a solution for the standardization of road signs in the EU zone by a comparative analysis of different national sign systems to establish a common set from a single country. Celem opracowania jest zbadanie relacji między poziomem konkurencyjności rolnictwa w poszczególnych krajach Unii Europejskiej a przeciętną wielkością produkcji rolnej z 1 ha użytków rolnych. Dodatkowo w pracy podjęto próbę określenia charakteru przestrzennych zmian wielkości produkcji rolnej w podziale na sektory. Wyniki opracowano na podstawie metody zmian konkurencyjności Estebana-Marquillasa, która pozwala na diagnostykę potencjału produkcyjnego rolnictwa regionu. Artykuł porusza istotną kwestię jaką jest wpływ migracji na rynek pracy w Polsce. W sytuacji wysokiego bezrobocia i braku perspektyw na znalezienie pracy w kraju wielu Polaków zdecydowało się na emigrację. Zjawisko to przybrało na sile po wstąpieniu naszego kraju do Unii Europejskiej. Emigrowali głównie ludzie młodzi i stosunkowo dobrze wykształceni. Lawina emigrantów spowodowała „lukę podażową” na rynku pracy.
