Tilaa, seuraa ja ohjattua toimintaa

Artikkelissa tutkitaan lapsille suunnattujen kaupunkiympäristöjen ja erityisesti ohjattujen leikkikenttien kehittymistä 1970-luvun Helsingissä. Lasten ympäristöjä ja niiden suunnitteluun vaikuttaneita lapsikäsityksiä tarkastellaan kolmen tason, rakennetun ympäristön, leikkikenttien arjen ja hyvinvointivaltion viitekehyksen kautta. Tutkimusaineistona on käytetty suunnitteludokumentteja, lapsista ja kaupunkiympäristöistä käytyä asiantuntijakeskustelua, sanomalehtikirjoituksia sekä entisten leikkikenttätoimijoiden kanssa tehtyjä haastatteluja. In the urban planning discipline, active and ethical participation must include not only the adult segment of the population, but also younger people. However, many issues still have to be addressed in order to turn this theoretical approach into practice. This paper revolves around the overall role of the urban planning scholar. The aim of this paper is to contribute to the debate of the workshop “Immigration and Gateway Cities” through the analysis of a specific, “side” aspect of the whole thematic. The conditions of Rom populations in (southern) Italy present very (stereo)typical characteristics, nevertheless, I suggest they might be critical exemplifications of global issues which regard millions of people - immigrants but not just them –, in the whole Europe: the so called “blackening” (Yiftachel, 2009) of insurgent informalities and citizenships. In Italy, in the last two decades, land consumption has reached an average rate of 8 m2, demonstrating the failure of urban planning in controlling these phenomena.
