Smart city and public lighting

2015

The smart city is increasingly becoming a concept of reference for what concerns the planning and the spatial development of cities. The concept of smart city cannot be easily standardized. It is based on a multi-service and multi-sectorial planning regarding various urban functions (energy, mobility, waste, etc.) and places them under a common denominator: the use of advanced technologies for minimizing resources consumption and simultaneously increase the quality of life of the citizens. This paper aims to give an overview on the concept of smart city and outline what, at present, are the main intervention areas considered at European level. Then the paper focuses on the public lighting t…

Estimating the non-market benefits of an urban park: Does proximity matter?

2007

Abstract There is increasing and widespread public support for public park provision in urban areas given that they provide an array of different recreational activities enhancing the citizen's quality of life. A contingent valuation survey of 900 randomly chosen inhabitants was undertaken in Valencia (Spain) to estimate the non-market benefits derived from the provision of a new urban park where there is currently an old train station. In conducting our study we distinguished between the districts of the city more and less affected by the project according to the proximity to the future park. Our main finding is that the mean willingness to pay (WTP) is considerably higher for people who l…

Normativa urbanistica e contratto preliminare

2015

The following article addresses the critical and controversial question concerning the invalidity of the transfer of immovable property not complying with urban planning regulation and the implication of this invalidity in the specific context of the preliminary contract. The paper comments an innovative and recent ruling of the Italian Supreme Court that proposes a crucial change in comparison with the previous decisions made in this matter. The most relevant aspect of the new Supreme Court's guideline, which makes this judgment a leading case, concerns the extension to preliminary contracts of nullity deriving from the conflict with urban planning regulations. This is an important revirem…

Cities and Skills for Integration: What Can Urban Planning do? Experiences and Reflections Between Public Spaces and Collective Interest for Urban an…

2018

Immigration and integration of foreign communities is a condition that strongly affects the form and the meaning of public space. In contexts that are new to the phenomenon, there may be an occasion to revise the protocols and models for the development of new spatial relationships, based on the presence of communities that are no longer homogeneous. The theme of urban regeneration due to the presence of migrant communities has been addressed in various ways and from different points of view, often focusing on the creation of urban spaces capable of improving livability, rarely with the creation of integration processes or the construction of new urban identities. However, a resilient point…

Urban Development and Cultural Policy “White Elephants”: Barcelona and Valencia

2015

AbstractThe importance of culture in defining new models of local development has been increasingly emphasized. However, less attention has been paid to the influence of local development models on local cultural policy. This article will focus on analysing two cities that have used culture as a central element in their economic and urban development. In both cases, they have followed different strategies but the two have finally finished generating two “white elephants”: the Universal Forum of Cultures in the case of Barcelona and the City of Arts and Sciences in the case of Valencia. From a comparison of the two cases, the paper analyses the causes of this urban phenomenon, which combines…

Indigenous language education in Russia: current issues and challenges

2021

Despite the high number of recognised Indigenous groups who are struggling to maintain their languages, cultures, and identities in Russia, there is little research done on the matters of cultural and linguistic revitalisation. This study sought to address this gap by exploring the views of two Indigenous groups, Karelian and Mari, on the development of their Indigenous languages and educational strategies to protect and revive their languages. The study relied on in-depth one-on-one interviews with 20 participants, ten from each Indigenous group. The findings show that despite older generations’ relative proficiency and interest in their respective Indigenous languages, motivation to maste…

The definition of culture in culture-based urban development strategies: antagonisms in the construction of a culture-based development discourse

2013

Implementing culture-based development strategies is a recent trend in large and small cities all over Europe. The definition of culture and the objectives of cultural strategies are highly contested in the public debate. Analysing the newspaper debates on the establishment of the Cultiva foundation in Kristiansand, Norway, this article discusses how and why the discursive debate on the definition of culture creates different discursive positions in the public debate on culture-based development. In the different discourses on what these strategies should be, there are a number of antagonisms that contribute to defining the relationships and interfaces between the different discursive posit…

Is culture-led redevelopment relevant for rural planners? The risk of adopting urban theories in rural settings

2016

In the paper, the author argues that cultural strategies and theories about urban planning may be irrelevant or even counterproductive outside urban and suburban contexts. In many rural settings the problem is not the destruction of the cultural heritage or how to counterbalance the influence from corporate interests, but rather the absence of such interests in the first place. From a study of two rural municipalities in southern Norway, the author demonstrates that culture-led strategies may be more of a distraction than an instrument for creating economic growth. Measured by the common goals for rural development in Norway, the cultural strategy has only been a success in one of the cases…
