Participative Planning Processes in the Absence of the (Public) Space of Democracy

Abstract This article aims to investigate the role, limits and opportunities of participation programmes in a local political context where consensus-building and inclusionary practices are not high priorities. A public housing neighbourhood in Palermo is used as a case study in order to critically highlight the ambiguous role that participative practices tend to play in fragile contexts. The case study also highlights the need for some preconditions for effective participatory practices in planning. These preconditions are focused on Arendt's notion of the ‘space of democracy’. La monografia tratta organicamente, e per la prima volta, tutte le attestazioni conosciute di edifici pubblici costruiti o restaurati nell’epoca nota col nome di “Anarchia Militare” (235-284 d.C.). La documentazione raccolta, costituita da tutte le testimonianze reperibili nell’intero territorio dell’impero romano, permette di accertare che, pur nella complessità della situazione storica, non vi fu una reale interruzione dei provvedimenti nel campo dell’edilizia pubblica, la quale continuò con differenti modalità nella scelta degli interventi da eseguire e nel ruolo dei rispettivi committenti.

During the last decade, the concept of the state of exception has branched out from the field of politics into other fields, including planning. Since planning is inseparable from politics and because planning laws are largely influenced by the nature of each political regime. The Italian philosopher Giorgio Agamben was inspired by the German philosopher Carl Schmitt and consequently developed a theory of the state of exception.
