Epistemic governance in local policy debates : The case of entitlement to early childhood education and care in Finland

In Finland, children below school age have enjoyed the right to attend subsidised full-time early childhood education and care (ECEC). However, the attendance rate in Finland is low in comparison to other Nordic countries. Furthermore, the entitlement was restricted to 20 h per week in 2016 unless the child’s parents work or study full-time or unless it is believed that the child will benefit from full-time ECEC. The debates concerning restrictions in ECEC entitlement in three municipal councils serve as the data for this study. Unravelling conceptualizations of (in)equality in early childhood education and care system

Early childhood education’s role in increasing equality in society has been highlighted by international organizations. However, it is unclear what is meant by the concept of equality in different situations, as the meaning fluctuates and reflects the cultural political contexts in which it is embedded. In this paper, we analyse the equality discourses of local early childhood education and care (ECEC) policymakers in Finland, drawing on different conceptualizations of equality and social justice. Professional Development and Impact of the Early Change Project : Reflections from the Finnish Example

This chapter focuses on the reflections and feedback from the implementation of the Early Change project in Finland. More specifically, it discusses the particular way in which the project was implemented in Finland, presents some experiences of the early childhood teachers who used the observational rating scales and the way that it influenced their practices. Further, it discusses the impact the use of observational rating scales had on two levels—on the professional development of the early childhood teachers and on the educational policies implemented in the educational districts that were partners in the Early Change project. peerReviewed

AbstractThe current study examines bilingual children as language policy agents in the interplay between official language policy and education policy at three Swedish-medium preschools in Finland. For this purpose we monitored nine Finnish-Swedish bilingual children aged 3 to 5 years for 18 months. The preschools were located in three different parts of Finland, in milieux with varying degrees of language dominance. Planning support and education services requires multifaceted information from professionals, parents, and children. Despite this, educators have emphasized professional opinions in individual education plans (IEPs), whereas the perspectives of children and parents have remained inconsequential. Directors' stress in day care centers : related factors and coping strategies

PurposeThis study aims to explore what causes stress to day care center directors and what their coping strategies are. In addition, the study examined the extent to which directors experience work-related stress and burnout, and the factors associated with their work-related stress, engagement and recovery from work.Design/methodology/approachA mixed method approach was used.FindingsThe results showed that the main sources of directors' stress were connected to leading oneself, leading others, managing change and lack of social support. Rationalising public support for private early childhood education and care: the case of Finland

In Finland, early childhood education and care (ECEC) is traditionally publicly provided. However, private ECEC provision has increased during the past decade, largely as a result of financial support from the public sector. Drawing on qualitative interviews with municipal decision-makers, this article identifies three frames within which publicly subsidised private ECEC provision and marketisation are rationalised: the pragmatic frame, the government frame and the choice frame. Abstract The study focuses on teachers’ and children’s shared moments of joy in early childhood education settings and contributes new knowledge in educational research by exploring joy as a relational rather than an individual phenomenon. The theoretical and methodological framework draws on a narrative approach and Martin Buber’s dialogical philosophy. Data were gathered through video observations and diary notes in open ECE groups in Finland, with children from 2 to 6 years.
