Tutkielman tarkoituksena oli kartoittaa julkisen hallinnon verkkosivujen saavutettavuutta. Tutkimusongelma nousi esiin nykyisestä suuntauksesta, jossa palveluita siirretään yhä enemmän verkkoon myös julkisen hallinnon toimintojen osalta. Tällöin verkkopalveluiden edellytyksenä on oltava, että ne ovat saavutettavia kaikille kansalaisille. Tutkielmassa esitellään saavutettavuuden arviointiin liittyviä ohjeistuksia, arviointimenetelmiä ja mittausjärjestelmiä.
