Factors and Barriers of Implementing Early Warning, Support and Second Chance Support Systems for SMEs in the Baltic States
2021
COVID-19 creates insolvencies time bomb, even if economies are supported by the state. Following the liquidation or bankruptcy of a business, entrepreneurs in the EU mostly opt for a paid professional job rather than re-establishing their business [1]. Those entrepreneurs who re-establish their business after bankruptcy are experiencing faster growth than start-ups. The study points to significant current barriers and factors influencing the implementation of support, early warning and second chances in the Baltic States. There is a need to increase the competencies of both the businessmen and support providers on crisis management and the support already available in the broadest sense. By…
Toward an understanding of price wars: Their nature and how they erupt
2001
Abstract This paper aims to improve our understanding of the unique phenomenon of market competition, called price wars, as little is known about their nature and how they erupt. More precisely, we offer selected illustrations of the reality of price wars, identify key attributes of price wars, propose a definition of price wars, and offer a conceptual framework in which early warning signals (EWSs) of price wars are distilled and linked to the likelihood and the intensity of such wars. Also, initial empirical findings on some of the effects of price wars are offered, showing that price wars inflict substantial damage on the companies involved. Implications for researchers entail that numer…
Anticipating bank distress in the Eurozone: An Extreme Gradient Boosting approach
2019
Abstract The banking sector plays a special role in the economy and has critical functions which are essential for economic stability. Hence, systemic banking crises disrupt financial markets and hinder global economic growth. In this study, Extreme Gradient Boosting, a state of the art machine learning method, is applied to identify a set of key leading indicators that may help predict and prevent bank failure in the Eurozone banking sector. The cross-sectional data used in this study consists of 25 annual financial ratio series for commercial banks in the Eurozone. The sample includes Eurozone listed failed and non-failed banks for the period 2006–2016. A number of early warning systems a…
Urban MEMS based seismic network for post-earthquakes rapid disaster assessment
2014
Abstract. In this paper, we introduce a project for the realization of the first European real-time urban seismic network based on Micro Electro-Mechanical Systems (MEMS) technology. MEMS accelerometers are a highly enabling technology, and nowadays, the sensitivity and the dynamic range of these sensors are such as to allow the recording of earthquakes of moderate magnitude even at a distance of several tens of kilometers. Moreover, thanks to their low cost and smaller size, MEMS accelerometers can be easily installed in urban areas in order to achieve an urban seismic network constituted by high density of observation points. The network is being implemented in the Acireale Municipality (…
SNEWS 2.0 : a next-generation supernova early warning system for multi-messenger astronomy
2021
The next core-collapse supernova in the Milky Way or its satellites will represent a once-in-a-generation opportunity to obtain detailed information about the explosion of a star and provide significant scientific insight for a variety of fields because of the extreme conditions found within. Supernovae in our galaxy are not only rare on a human timescale but also happen at unscheduled times, so it is crucial to be ready and use all available instruments to capture all possible information from the event. The first indication of a potential stellar explosion will be the arrival of a bright burst of neutrinos. Its observation by multiple detectors worldwide can provide an early warning for t…
Effects of external imbalances on GDP recovery patterns
2021
Abstract A decade after the beginning of the Great Recession, flow external imbalances, measured by the current account (CA) have narrowed markedly. However, stock or net foreign assets (NFA) imbalances have kept increasing and have created challenges for future macroeconomic and financial stability. To date, early warning systems (scoreboards) have focused more on flow than on stock variables. To approach this problem, in this paper we analyze expansions using two complementary sets of indicators proposed by Harding and Pagan (2002) and Gadea et al. (2017) for the period 1950–2016. After controlling for a large set of explanatory variables, we find that the effect of CA imbalances is limit…
Toward early-warning detection of gravitational waves from compact binary coalescence
2012
Rapid detection of compact binary coalescence (CBC) with a network of advanced gravitational-wave detectors will offer a unique opportunity for multi-messenger astronomy. Prompt detection alerts for the astronomical community might make it possible to observe the onset of electromagnetic emission from (CBC). We demonstrate a computationally practical filtering strategy that could produce early-warning triggers before gravitational radiation from the final merger has arrived at the detectors.
Three Hours Ahead Prevision of SO2 Pollutant Concentration Using an Elman Neural based Forecaster
2008
Abstract Indoor air quality near the industrial site is tightly joined to pollutant concentration level, since outdoor pollution heavily influences air quality and, consequently, inhabitants health. A pollution management system is essential for health protection. Automatic air quality management systems have became an important research issue with strong implications for inhabitants’ health. In this paper an automatic forecaster based on neural networks for SO 2 concentration prevision is proposed. The analyzed area covers different small towns near the industrial site of Priolo, in the south of the world. Among these towns, Melilli was the first town in Italy that was evacuated for high l…
Early Warning Systems for Food Security in West Africa: Evolution, Achievements and Challenges
2010
In West Africa, early warning systems (EWSs) for food security have been widely recognized to have contributed, in the last 20 years, to an improved ability to deal with famine emergencies. Nevertheless, despite the advancements in understanding of the environmental and socio-economic dynamics and despite the improved technologies, tackling food security remains a difficult task for decision makers as demonstrated by local food crises in many countries of the region. African Monsoon Multidisciplinary Analysis, while improving the understanding of the monsoon system, allowed us to better orient research challenges to provide EWS with improved products, effectively meeting the needs of end-us…
A fast and efficient picking algorithm for earthquake early warning application based on the variance piecewise constant models
2020
An earthquake warning system, or earthquake early warning system, is a system of accelerometers, seismometers, communication, computers, and alarms that is devised for notifying adjoining regions of a substantial earthquake while it is in progress. This is not the same as earthquake prediction, which is currently incapable of producing decisive event warnings. The implementation of efficient and computationally simple picking algorithm is necessary for this purpose, as well as automatic picking of seismic phases for seismic surveillance and routine earthquake location for fast hypocenter determination. In this paper a method for picking based on the detection of signals changes in variance …
