The analysis of economic policy is made through a new methodology using the information provided by businesses to the Bank of Spain. The financial statements are the result of economic and financial transactions in a year and show a behavior that is likely to be measured by applying the Edgeworth’s box for analysis. This means that it is possible to measure the response of firms against market disruptions through an accounting interpretation of the information contained in the financial statements. Banking Accounting between Prudence and Flexibility

Abstract This paper is about the first year applying the International Financial Reporting Standards in Romanian banking accounting system. The research goal is revealing the effects on valuation of assets, liabilities or risks provisions. Expected results are linked to changing of performance indicators. Besides the need of specific resolution measures, the crises revealed the necessity to adopt prudential regulations for increasing banking accountability. Similar to the other segments of the financial market, the facts have shown that the control over the obeisance of these regulations should be entrusted to a supervising authority.

LATEST DEVELOPMENTS IN LOCAL GOVERNMENT ACCOUNTING IN SPAIN

This paper provides an analysis of the present situation concerning local government accounting in Spain following recent reforms introduced in the early nineties. It presents a picture of the main features of Spanish local finance—budgeting and accounting, the measurement focus, and the basis of accounting—and analyses the financial reporting system adopted by Spanish municipalities. This is followed by a critical review of several weak points in the reform which in the author's view will encourage further developments.

Comparative Analysis Between Portugal and Spain

This chapter comparatively analyzes Portugal and Spain in relation to the implementation of the IPSAS-based accounting system as two European continental countries embedded in the Napoleonic administrative tradition and considered “latecomers” in the NPM reforms. It adds knowledge about the differences in the harmonization process and in the operationalization of the new accounting system in these particular contexts. Les déterminants de la complexité des systèmes d’information comptables des dirigeants de PME : contingences culturelles et endogénéité

Le premier objectif est d’étudier le lien entre les dimensions de la culture nationale et la complexité des systèmes d’information comptables (SIC) des dirigeants de PME. Le second est de contribuer au débat sur la présence potentielle de biais d’endogénéité dans les précédentes études réalisées sur le thème. Une régression multiple et un test d’Hausman ont été mobilisés en utilisant les réponses de 276 dirigeants de PME françaises, tunisiennes et syriennes. Les quatre dimensions de la culture proposées par Hofstede sont des déterminants significatifs de la complexité des SIC. Le test d’Hausman révèle que l’existence d’endogénéité est peu plausible.

The purpose of this paper is to study the institutional logics of how and why two case units in the Finnish Defence Forces have reacted differently to external pressures originating from the State Audit Office to change their management accounting systems. Corporate income tax accounting in Spain: an empirical study

Since the initial application in Spain of the tax effect accounting method based on the international accounting standards (IAS 12 income tax) in 1990, very few empirical studies have examined whether this method provides significant information for decision making. The paper analyses the fiscal information provided in the financial statements, evaluating the significance of the differences between the tax effect accounting method and the taxes payable method and establishing that this one might be acceptable in small companies.
