Grounds and Challenges for Implementing a Circular Economy in the European Road Transport Sector
2017
Environmental challenges, especially in the form of resource depletion, pollution and greenhouse gas emission, are very important challenges for the socio-economic development. For this reason, the concept of a circular economy has been developed and is being implemented in different areas. In 2015, the European Union adopted the Circular Economy Package consisting of an “EU Action Plan for the Circular Economy”, presenting a set of actions aimed at achieving objectives of the circular economy in Europe. The goal of the paper is to describe and discuss key challenges facing implementation of the concept of the circular economy in the European road transport sector. First, the concept of a c…
Sensorimotor Communication for Humans and Robots: Improving Interactive Skills by Sending Coordination Signals
2018
During joint actions, humans continuously exchange coordination signals and use nonverbal, sensorimotor forms of communication. Here we discuss a specific example of sensorimotor communication-"signaling"-which consists in the intentional modification of one's own action plan (e.g., a plan for reaching a glass of wine) to make it more predictable or discriminable from alternative action plans that are contextually plausible (e.g., a plan for reaching another glass on the same table). We first review the existing evidence on signaling in human-human interactions, discussing under which conditions humans use signaling. Successively, we distill these insights into a computational theory of sig…
Improvement of energy efficiency and quality of street lighting in South Italy as an action of Sustainable Energy Action Plans. The case study of Com…
2014
Existing street lighting systems in most of Sicilian cities are often inappropriate due to the obsolescence of light sources and luminaires and of unsuitable light control systems unable to provide efficient on-off and dimming strategies. Improvement of energy efficiency in street lighting systems can be one of the key actions adopted by Public Administration in developing Sustainable Energy Action Plan in the framework of the “Covenant of Majors” activities. As a task of FACTOR 20 project a set of planning options have been analysed and proposed for Sicilian cities. Particularly, street lighting efficiency projects have been studied for representative case studies. A detailed survey of the…
Implementing the sustainable energy (and climate) action plans: quasi-steady state or dynamic building modeling approach?
2020
Actions contemplated in Sustainable Energy (and Climate) Action Plans (SEAPs), which municipalities adhering to the EU initiative called “The Covenant of Mayors” are required to prepare, regard many sectors, among which are buildings. To implement such plans, it is necessary to make use of methods for predicting energy use in buildings. Technicians involved in this tend to adopt easy-touse simulation models because of the common mid-level expertise of the offices involved. However, such simplified methods could result in a less accurate evaluation of the energy demand of buildings. In this paper the suitability of the quasi-steady state and the dynamic approach, in the frame of these new ur…
Law, Plans and Practical Rartionality
2012
There is, according to many contemporary jurisprudential theories, a tight relationship between law and practical rationality: the law gives us, or at least it purports to give us, reasons for action. In his book, Legality (2011), Scott J. Shapiro puts forward what at first glance appears to be a new view in this vein. Shapiro calls it the “Planning Theory” of law; it provides an account of what the law is in terms of a particular kind of reasons: plans (a notion moulded, in his work in the philosophy of action, by Michael E. Bratman). In this paper, I provide a reconstruction of the Planning Theory as a view of the relationships between law and practical rationality, and I point to some fu…
Development of a Roadmap for the Implementation of a Sustainable Mobility Action Plan in University Campuses of Emerging Countries
2022
Universities are centers of knowledge and their Campuses are like small cities, thus making them the ideal place to develop, apply and evaluate policies and tools for innovative mobility solutions that can subsequently be extended to other contexts. A review of mobility measures in different European Universities has revealed that many of them apply policies to promote sustainable mobility, but there is a significant lack of standardized mobility plans and roadmaps for their successful implementation. The objective of the present work is to develop a successful roadmap, which is necessary for the smooth implementation of a mobility plan, as it has been found through a thorough review of goo…

Identification and prioritization of stakeholders in the planning process of sustainable development of the smart city
2015
The article analyzes stakeholders in the city, conducted in order to identify organisations of particular value to the creation and delivery of the sustainable energy policy for smart cities i.e. enhanced Sustainable Energy Action Plan (SEAP). Using the information gathered in the stakeholder analysis, Riga, the capital of Republic of Latvia, has created a stakeholder engagement plan to gather and coordinate the key stakeholders' resources and knowledge for the benefit of the city, and for the development, implementation, monitoring and ongoing revision of the energy policy for the smart city i.e. SEAP. Different approaches to stakeholder communication and engagement planning have been used…
