Purpose To investigate whether 4 weeks of normobaric “live high–train low and high” (LHTLH) causes different hematological, cardiorespiratory, and sea-level performance changes compared to living and training in normoxia during a preparation season. Methods Nineteen (13 women, 6 men) cross-country skiers competing at the national or international level completed a 28-day period (∼18 h day−1) of LHTLH in normobaric hypoxia of ∼2400 m (LHTLH group) including two 1 h low-intensity training sessions per week in normobaric hypoxia of 2500 m while continuing their normal training program in normoxia. Joint localization and communication systems have drawn significant attention due to their high resource utilization. In this paper, we consider a reconfigurable intelligent surface (RIS)-aided simultaneously localization and communication system. We first determine the sum squared position error bound (SPEB) as the localization accuracy metric for the presented localization-communication system. Then, a joint RIS discrete phase shifts design and subcarrier assignment problem is formulated to minimize the SPEB while guaranteeing each user’s achievable data rate requirement. Max Weber analyzed politics from the perspective of Chancen for actors, and he never separated world politics from domestic politics. The “Westphalian balance” between great European powers shaped Weber’s views on international polity. However, he also regarded Western individualism, human rights, and parliamentary democracy as necessary qualities to possess in order to be recognized as a great power.
