Gospodarowanie finansami samorządowymi jest procesem decyzyjnym, którego ważnym elementem staje się informacja. Aby decyzje były racjonalne, nie mogą być przypadkowe i podejmowane w sposób intuicyjny. Powinny opierać się na wiarygodnych i odpowiednio przetworzonych informacjach. This article scrutinizes the conceptual history of international anarchy. The argument purported here is that even though the idea of international anarchy is often seen as very central for the academic discipline of international relations, the concept is in fact not found from the forerunners or classics of the discipline. The assumption of international anarchy is commonly seen as a defining feature of a Realist school of international relations. TISSBERT: A benchmark for the validation and comparison of NDVI time series reconstruction methods

[EN] This paper introduces the Time Series Simulation for Benchmarking of Reconstruction Techniques (TISSBERT) dataset, intended to provide a benchmark for the validation and comparison of time series reconstruction methods. Such methods are routinely used to estimate vegetation characteristics from optical remotely sensed data, where the presence of clouds decreases the usefulness of the data. As for their validation, these methods have been compared with previously published ones, although with different approaches, which sometimes lead to contradictory results. Everyday aesthetics on staycation as a pathway to restoration

This multidisciplinary study enforces a suggested link between everyday aesthetic experiences and restoration. The studied phenomenon is staycation, a short-term holiday spent at home or at one’s home region, to identify how people use a (culturally) familiar environment for everyday aesthetic enjoyment and how that influences restoration. This focus minimises the potential effect of long-distance travel, novelty and escapism to restoration. Staycation has not been studied before from the perspective of everyday aesthetics and restoration.
