Abstract Though geographically distant from each other, Portugal and Finland present an interesting comparison concerning the policies and devices of asylum. Tutkimuksessa tarkastellaan haja-asutusalueen jätevesikysymystä Keski-Suomessa. Kiinnostuksen kohteena on ihmisten suhtautuminen vuoden 2004 alusta voimaan tulleeseen jätevesiasetukseen. Kirjallisuuskatsaus muodostaa teoreettisen viitekehyksen. Siinä tarkastellaan vesistöjen tilaa, jätevesiasetuksen sisältöä sekä arvojen ja asenteiden merkitystä yhteiskunnallisena kysymyksenä. Erityisessä tarkastelussa on asenteiden ja toiminnan välinen ristiriita, josta usein käytetään termiä vapaamatkustajuus.
