Visibility in mediated borderscapes : The hunger strike of asylum seekers as an embodiment of border violence

2018

In 2012, two Afghan asylum seekers camped outside the Parliament building in Helsinki during a hunger strike that lasted for 72 days. Although the protest was very visible in the city space, the mainstream media and most politicians ignored it. This paper analyzes the protest and its mediation through the concepts of borderscape and visibility. Using methods of visual and discourse analysis, we examine the ways in which the hunger strike protest – and its mediation – negotiate the (in)visibility of borders. We show how the city can be a site for both policing and for politicizing asylum issues. In particular, we focus on the ways in which protesting asylum seekers embody borders and border …

The evolution of the European Union law on the criminalization of humanitarian assistance to irregular migrants: From the council directive 2002/90/C…

2021

With the new Pact on Migration and Asylum, the European Commission published the Guidance C(2020) 6470 of 23 September 2020 on the implementation of EU rules on definition and prevention of the facilitation of unauthorised entry, transit and residence. The present contribution shows as this guidance proposes an interpretation of the article 1 of the Council Directive 2002/90/CE, which only partially meets the problem of the criminalization of humanitarian assistance to irregular migrants, since it has shortcomings both at material and at formal level. After an analysis concerning the guidance capacity to impact on the Court of Justice and national judges case-law, the article ends with some…

Proximity Violence in Migration Times. A Focus in some Regions of Italy, France and Spain

2019

This volume, edited by Ignazia Bartholini, principal investigator of the PROVIDE - Proximity on Violence: Defence and Equity project (Rights, Equality and Citizenship Programme - 2014-2020) funded by the EU, shifted the interpretative focus of its research from gender-based to proximity violence. This theoretical intuition-assertion, fruitful too at empirical level, is informed by a wide-scale reconstruction of the phenomenon of migratory violence and corroborated by the results of the action research carried out by six international teams ˗ Ismu, Oxfam, Telefono Donna, Badia Grande, Aseis Lagarto, Samù International, the University of Jaén and the University of Palermo.

The authors addresses the issue of proximity violence suffered by refugees/asylum seekers during their migration path. Furthermore, they reflects on the role assumed by the social worker on the so-called “accompaniment process” towards an awareness path, emancipation and personal empowerment of the victims.

Refugiats i apàtrides. L’asil polític i la protecció internacional a l’Estat espanyol: evolució i impediments

2014

AYLAN E COLONIA. DALLA GUERRA AI MIGRANTI AL RESPINGIMENTO DEI REFUGEES

2017

This contribution aims to shed light on the specific mechanism of migrant categorization implemented by the so-called «Hotspot approach», which was launched by the EU Agenda on Migration in May 2015. This approach is here envisaged as a response to the current changes in the composition of migration towards Europe. Provisions contained in EU and Italian policy documents are compared with concrete practices enacted on the ground by investigating two case studies: the initial opening of the Hotspot at Milo, in Trapani, and the first months of functioning of the Hotspot on Lampedusa. The empirical research covers the period between the last months of 2015 and the beginning of 2016. The short-t…

Epidemiological characteristics of COVID-19 cases in non-Italian nationals in Sicily: identifying vulnerable groups in the context of the COVID-19 pa…

2022

As in other parts of the world, undocumented migrants in Italy suffer worse health status due to their immigration enforcement situation and other vulnerabilities such as precarious illegal jobs, exploitation and abuse or barriers to higher education, with higher prevalence of chronic noncommunicable diseases. The COVID-19 pandemic, as other pandemics, has not affected everyone equally. The undocumented was one of the most affected groups with regard to hospitalization rates and mortality worldwide. Sicily is one of the gates of entrance to Europe for migrants and asylum seekers from Africa and Asia. Herein, we described the epidemiological characteristics of COVID-19 cases in Sicily to com…

2019

Abstract The repeal of humanitarian protection in law 132/2018 and the constitutional right to asylum by Carla Negri The article analyzes the humanitarian protection news contained in the law 132/2018. The changes introduced pose some interpretive problems on the tem- poral effects of the repeal of humanitarian protection and their impact on the right to asylum under article 10.3 of the Italian Constitution. The paper focuses, in particular, on the relationship between humanitarian protection and the right to asylum, highlighting the need for the intervention of the Italian Constitutional Court, in order to participate in the construction of a common European right of asylum.
