Authority and Coordination

There are many possible starting points for attempts to link authority with the coordination of human interactions: the most famous forerunner here is of course David Hume with his theory of justice. I will, however, start from a more recent classic. Herbert A. Simon’s Administrative Behaviour (1945, 2nd ed. 1957) includes an important theory for the role of authority. It is an obvious sign of the lack of communication between different branches and traditions in social theory that many jurists and political theorists emphasizing the coordinative functions of authority have paid no attention to Simon’s classical book.

In this chapter, Steen-Johnsen offers an overview over theoretical perspectives which allow us to consider how the political strategies of a state to regulate civil society influence the opportunities of religious peacebuilders. Drawing upon theories of state–civil interactions, she suggests that religious actors engaged in peacebuilding can be considered as being affected by political strategies aiming at regulating the civil sphere. Due to the growing importance of Port Authorities (PAs) in pursuing economic, social, and environmental goals, scholars and policymakers should understand how these PAs can contribute to creating public value. By adopting the strategic triangle framework of public value, we studied how Italian PAs create public value by investigating their non-financial disclosures. In this article, I first argue that the necessity to solve coordination problems in the wide sense does not imply the necessity of a legitimate Razian authority. Second, I claim that the Razian conception of a legitimate authority is incompatible with a plausible conception of rationality and autonomy.

Este trabajo aborda la clasificación y evolución diacrónica de los episodios de lluvia (1989-2016) en ambientes mediterráneos, en la Demarcación Hidrográfica del Júcar. En base a datos del SAIH, y siguiendo criterios hidrológicos, se seleccionan 698 episodios, que se caracterizan con indicadores de precipitación acumulada, intensidad y persistencia. Mediante un análisis cluster se identifican tres tipologías (episodios de recurso limitado, de gran recurso a largo plazo y de riesgo) y se analiza su evolución temporal, estableciendo diferencias entre los episodios de interior y de litoral. The present article deals with the Italian Electronic Health Record (hereinafter ehr), recently introduced by Act 221/2012, with a specific focus on personal data protection. Privacy issues — e.g., informed consent, data processing, patients’ rights and minors’ will — are discussed within the framework of recent e-Health legislation, national Data Protection Code, the related Data Protection Authority pronouncements and eu law. The paper is aimed at discussing the problems arising from a complex, fragmentary and sometimes uncertain legal framework on e-Health.

When is it possible to hold valid an act done unlawfully? To answer the question, medieval civil lawyers focused mainly on the case of a slave elected praetor in the mistaken belief that he was a Roman citizen. Most jurists argued that the validity of an act should depend on the validity of its source.
