Reassessing Accuracy Rates of Median Decisions

2007

We show how Bruno de Finetti''s fundamental theorem of prevision has computable applications in statistical problems that involve only partial information. Specifically, we assess accuracy rates for median decision procedures used in the radiological diagnosis of asbestosis. Conditional exchangeability of individual radiologists'' diagnoses is recognized as more appropriate than independence which is commonly presumed. The FTP yields coherent bounds on probabilities of interest when available information is insufficient to determine a complete distribution. Further assertions that are natural to the problem motivate a partial ordering of conditional probabilities, extending the computation …

Varying-time random effects models for longitudinal data: unmixing and temporal interpolation of remote-sensing data

2008

Remote sensing is a helpful tool for crop monitoring or vegetation-growth estimation at a country or regional scale. However, satellite images generally have to cope with a compromise between the time frequency of observations and their resolution (i.e. pixel size). When concerned with high temporal resolution, we have to work with information on the basis of kilometric pixels, named mixed pixels, that represent aggregated responses of multiple land cover. Disaggreggation or unmixing is then necessary to downscale from the square kilometer to the local dynamic of each theme (crop, wood, meadows, etc.). Assuming the land use is known, that is to say the proportion of each theme within each m…

Approachability in Population Games

2014

This paper reframes approachability theory within the context of population games. Thus, whilst one player aims at driving her average payoff to a predefined set, her opponent is not malevolent but rather extracted randomly from a population of individuals with given distribution on actions. First, convergence conditions are revisited based on the common prior on the population distribution, and we define the notion of \emph{1st-moment approachability}. Second, we develop a model of two coupled partial differential equations (PDEs) in the spirit of mean-field game theory: one describing the best-response of every player given the population distribution (this is a \emph{Hamilton-Jacobi-Bell…

A paradigm of extreme rainfall pluvial floods in complex urban areas: the flood event of 15 July 2020 in Palermo (Italy)

2021

Abstract. In the last few years, some regions of the Mediterranean area have witnessed a progressive increase in extreme events, such as urban and flash floods, as a response to the increasingly frequent and severe extreme rainfall events, which are often exacerbated by the ever-growing urbanization. In such a context, the urban drainage systems may not be sufficient to convey the rainwater, thus increasing the risk deriving from the occurrence of such events. This study focuses on a particularly intense urban flood that occurred in Palermo (Italy) on 15 July 2020; it represents a typical pluvial flood due to extreme rainfall on a complex urban area that many cities have experienced in rece…

Sustainable Development and the Practice of Spatial Planning: A Proposal of Criteria for Measuring the Overall Sustainability of Planning Actions in …

2021

The sustainable city debate is gaining ground in recent years, featuring as a prominent issue in several policy documents of the European Commission, and enjoying support by the main organisations and institutions at international level. At the same time, improving local governance standards by involving citizens in local decision-making is a recurring issue in the debate on local democracy and enhancement of community cohesion. This paper presents an analysis of the European experience and best practice relating sustainable development to the day-to-day practice of spatial planning. The overall purpose is creating a proposal of indicators for measuring the sustainability of planning action…

SUSTAINABLE LOCAL DEVELOPMENT FROM PERSPECTIVE OF CITIZENS: SALASPILS MUNICIPALITY (LATVIA) CASE

2015

Conditions are very different in the different parts of any country, and the quality of life as well as the impacts produced on the environment depend on a variety of local factors of environmental, economic and cultural nature, and every action must cope with such local conditions, traditions, and attitudes. Thereby one of the approaches on assessment of sustainable development could be based on subjective evaluation of citizens of certain municipality. During 2010-2012 in Salaspils municipality (Latvia) the SPIRAL methodology for measurement of subjective well-being indicators using co-responsibility approach was approbated, which was the basis for establishing the more efficient dialogue…

Political Challenges, Best Practices and Recommendations for Energy Sustainable Municipalities

2016

Integrated system solutions, together with improved management of municipal infrastructure and environments, are essential to address energy challenges. A number of aspects should be examined and developed, including eco-cycle models demonstrating integrated solutions for energy, waste and water, integrated land use and transportation, ecosystems planning, sustainable building design, and strategies to reduce air pollution. It is imperative to apply the principles of sustainable development and support smart solutions today if we are not to compromise the ability of future generations to meet their needs tomorrow. We should think of urban systems as living organisms and find synergies betwe…

PROPOSALS FOR ENVIRONMENTAL NOISE MANAGEMENT BOOST AT A NATIONAL LEVEL IN THE EUROPEAN UNION MEMBER STATES

2017

Environmental noise is currently becoming one of the most dominant types of environmental pollution. The effects of environmental noise closely correlate with quality of life especially regarding the physical and psychological health of inhabitants, social and economic costs, and thus also impacting the sustainable development of a country. Environmental noise management, therefore, is one of the most necessary and exigent aspects of environmental pollution management governance. The management of noise need to be developed in a comprehensive, integrative and cross-sectorial way, and appropriate methods and approaches for the management of overall noise impacts need to be found to deal with…

Smart Cities—Imposed Requirement or Preferred Life-Style

2015

World is changing: the increasing population constantly impacts the natural and man-made environment; therefore, the next years are crucial for the deciding in which direction our planet will move forward. Today about ½ of the world’s population lives in cities sustaining the tendency of expanding urbanisation. Each city is different, determined by geographical location, history, and the people who live there and govern it. The best solution for one place may be not applicable for another. However, there is already enough experience of best practices accumulated to draw general conclusions and elaborate sustainable future development designs for cities. The paper summarises: different Smart…
