The latest results obtained through photogrammetric restitution enhanced by GNSS (Global Navigation Satellite System) RTK (Real-Time Kinematic) survey achieved increased levels of accuracy. These survey solutions are used to rapidly obtain a detailed model with an excellent level of accuracy (centimetric) with cheaper equipment. However, the contour conditions are not always favorable for obtaining the best results in a simple way. En este trabajo se analiza cuál ha sido la acción o la inacción del Consejo de Seguridad de Naciones Unidas a la hora de aplicar el Capítulo VII de la Carta, dedicado al mantenimiento de la paz y la seguridad internacionales. Hasta 1990 predominó la más absoluta discrecionalidad por parte de los miembros permanentes del Consejo de Seguridad, con un uso abusivo del derecho de veto, que hizo inoperante en la práctica las previsiones del Capítulo VII de la Carta.
