Stato di emergenza e legalità costituzionale alla prova della pandemia

The need to outline a satisfactory relationship between emergency and constitutional legality has accompanied the evolution of public law, posing questions that are not fully resolved. The debate on the issue is back in vogue with the pandemic emergency, in relation to the issues related to containment measures. The paper traces the related matter, also in light of the interpretation offered by the judgments that the Constitutional Court has pronounced, in particular in relation to the territorial balance of emergency powers and the system of sources of law.

In forest management planning, participatory planning processes are often encouraged as a means to acquire relevant information and to enhance the stakeholders' acceptability of alternative plans. This requires the aggregation of the stakeholders' preferences that can be done in a wide variety of manners. The aggregation process strives to reduce the information into a single set of preferences that simplifies the information and allows for the use of discrete decision support tools. An evaluation was made of the sterilizing effects of the Erbium: YAG laser at different power ratings upon dental structures in vitro. An in vitro study was made of 47 single-root teeth removed for periodontal reasons in the Oral and Maxillofacial Surgery Teaching Unit (Department of Medicine and Orofacial Surgery, Madrid Complutense University Dental School, Spain). The teeth were divided into three laser irradiation groups (250, 350 and 450 mJ) and a non-irradiated control group. The teeth were then immersed in an enrichment medium for 72 hours under conditions of anaerobiosis, with visual controls after 24, 48 and 72 hours. Aim The absence of reliable single serum biomarkers for oral premalignant lesion (OPL) and oral squamous cell carcinoma (OSCC) limits early diagnosis, monitoring of advanced disease, and prediction of prognosis. Methods In this prospective study, serum levels of matrix metalloproteinase (MMP)-2, MMP-3, MMP-13, insulin-like growth factor (IGF)-1, and IGF-binding protein (IGFBP)-3 were measured in 81 untreated OSCC patients, 49 healthy subjects, and 75 individuals with OPLs, and correlated with clinicopathological parameters.
