[EN] Providing channel access opportunities for new service requests and guaranteeing continuous connections for ongoing flows until service completion are two challenges for service provisioning in wireless networks. Channel failures, which are typically caused by hardware and software failures or/and by intrinsic instability in radio transmissions, can easily result in network performance degradation. ACCURATE DENSE STEREO MATCHING FOR ROAD SCENES

International audience; Stereo matching task is the core of applications linked to the intelligent vehicles. In this paper, we present a new variant function of the Census Transform (CT) which is more robust against radiometric changes in real road scenes. We demonstrate that the proposed cost function outperforms the conventional cost functions using the KITTI benchmark. The cost aggregation method is also updated for taking into account the edge information. This enables to improve significantly the aggregated costs especially within homogenous regions. Urban poverty: Measurement theory and evidence from American cities

AbstractWe characterize axiomatically a new index of urban poverty that i) captures aspects of the incidence and distribution of poverty across neighborhoods of a city, ii) is related to the Gini index and iii) is consistent with empirical evidence that living in a high poverty neighborhood is detrimental for many dimensions of residents’ well-being. Widely adopted measures of urban poverty, such as the concentrated poverty index, may violate some of the desirable properties we outline. Furthermore, we show that changes of urban poverty within the same city are additively decomposable into the contribution of demographic, convergence, re-ranking and spatial effects. Italian marine reserve effectiveness: does enforcement matter?

Marine protected areas (MPAs) have become popular tools worldwide for ecosystem conservation and fishery management. Fish assemblages can benefit from protection provided by MPAs, especially those that include fully no-take reserves. Fish response to protection can thus be used to evaluate the effectiveness of marine reserves. Most target fish are high-level predators and their overfishing may affect entire communities through trophic cascades. In the Mediterranean rocky sublittoral, marine reserves may allow fish predators of sea urchins to recover and thus whole communities to be restored from coralline barrens to macroalgae. «Lex Google»: Copyright Law and Internet Providers, Future Enemies or Allies?

The German Federal Parliament is discussing the approval of the so-called “Lex Google” which will amend the German Copyright Act and provide for a number of improvements to the management of copyrighted content by Internet Service Providers. This paper focuses on the advantages and disadvantages linked to the diffusion of copyrighted content over the Internet and suggests that the Lex Google would benefit from taking better into account E-Commerce rules and ECJ case-law on Internet Service Providers.
