This contribution deals with the internal coordination of health care, long-term social care and social assistance schemes – covered by EU regulation no. 883/2004 – in Italy after the constitutional reform enacted in 2001, which significantly decentralised legislative and administrative machinery by strengthening the prerogatives of the Regions, especially in terms of organisation and funding of the services. Un tale sistema si basa su una pluralità di centrali di committenza e soggetti aggregatori operanti sia a livello statale sia locale. Attraverso un’analisi del quadro normativo vigente viene evidenziato come questo pluralismo accentuato metta a repentaglio il raggiungimento degli obiettivi che il sistema persegue, in primo luogo la revisione della spesa. Centralization and decentralization are key concepts in debates that focus on the (anti)democratic character of digital societies. Centralization is understood as the control over communication and data flows, and decentralization as giving it (back) to users. In the summer of 2010, Romania undertook a process of hospital decentralisation as part of the reform in the healthcare sector. The national newsprint media covered the process thoroughly. This paper is a study of how key stakeholders' views, attitudes, beliefs and attitudes towards decentralisation are represented in print media. 106 articles, published between June and September 2010, retrieved from the online databases of six leading national dailies were analysed.
