International Fiscal-Financial Spillovers:the Effect of Fiscal Shocks on Cross-Border Bank Lending
2019
This paper sheds new light on the degree of international fiscal-financial spillovers by investigating the effect of domestic fiscal policies on cross-border bank lending. By estimating the dynamic response of U.S. cross-border bank lending towards the 45 recipient countries to exogenous domestic fiscal shocks (both measured by spending and revenue) between 1990Q1 and 2012Q4, we find that expansionary domestic fiscal shocks lead to a statistically significant increase in cross-border bank lending. The magnitude of the effect is also economically significant: the effect of 1 percent of GDP increase (decrease) in spending (revenue) is comparable to an exogenous decline in the federal funds ra…
Fiscal multipliers and job-protection regulation
2021
Abstract We study, both theoretically and empirically, how labor market regulation affects fiscal multipliers. We focus on the stringency of employment protection legislation, a prominent source of rigidity in European labor markets. First, using a small-open economy model that features labor-market search-and-matching frictions and nominal rigidities, we show that an increase in government spending has larger output effects when firing costs are lower. The importance of layoff costs for the public spending multiplier is larger in the absence of exchange rate adjustment and in a recession. Second, we confirm these findings empirically using a panel of 26 advanced countries over the period 1…
The PSOE's deliberation and democratic innovations in turbulent times for the social democracy
2020
In the midst of the great recession, the Spanish Socialists Worker's Party (PSOE) lost the Government and experienced a process of instability while trying to reconnect with its electorate. The party's strategic response was embracing highly inclusive deliberations on both key institutional and policy issues that eventually sparked tensions and division. These internal debates led to the introduction and implementation of other democratic innovations, such as direct votes and consultations that substantially transformed key features of the PSOE's organizational model. The article discusses the main features and problems of such deliberations and democratic innovations, and their wider conse…
New knowledge on the Monte Conca gypsum karst system (Central-western Sicily, Italy)
2011
The Monte Conca karst system is located in Central-Western Sicily, where Messinian evaporites are widespread. Here, the evaporites lie on lower Messinian-middle Serravallian clayey-marly-sandy deposits and are overlain locally by Pliocene marly limestones. These successions are affected by E-W, and to a lesser degree N-S and NW-SE, high-angle faults that have also produced lateral contacts between the gypsum units and the clayey-marly deposits. The cave passages reachaltogether about 2.4 km in lengthand 130 m in depth, and the system consists of a sink cave, a resurgence and a relict resurgence. At large scale it is characterized by superimposed levels of sub-horizontal galleries connected …
The Importance of the Sustainability of the Romanian Convergence Process to the Euro Zone
2018
Abstract Since 2007, Romania has been under the under the glance of experts in the European Union, but also under the strict monitoring of the NBR and also under the pressure of citizens and investors' expectations about the moment of euro adoption. My research concerns have also been channeled to this point of maximum interest, impact and timeliness, which is why I have proposed through this paper to highlight a synthetic situation regarding the fulfillment of the convergence criteria from the moment of accession to the European Union, to the present. The objective of this paper is to reflect, in dynamics and correlation, the degree of fulfillment of the nominal and real convergence criter…
Life-form adaptations and substrate availability explain a 100-year post-grazing succession of bryophyte species in the Moricsala Strict Nature Reser…
2013
Bryophyte species composition, richness and life-form distributions were studied in a succession after termination of land-use as meadows and pasture in the Moricsala Strict Nature Reserve. Detailed lists of bryophyte species in various vegetation types, which were produced in the early 1900s by Karl Reinhold Kupffer, were compared with those prepared from 2006 to 2010 to determine changes in species composition. Colonisations and extinctions of bryophyte species and life forms could be explained by increases in available substrates (living trees, dead wood, ground layer disturbance patches), and increasingly shaded conditions. In each forest type, the species diversity (alpha diversity) in…
Will austerity cuts dismantle the Spanish healthcare system?
2013
In the face of austerity, a series of disconnected “reforms” could, without corrective measures, lead to the effective dismantling of large parts of the Spanish healthcare system, with potentially detrimental effects on health. Helena Legido-Quigley and colleagues explain.
