On the trail of local welfare innovations in rural Finland
2019
Final Draft In Finland, the rural areas have been most affected by the developments threatening the survival of the welfare state as well as by conflicting efforts to save it. However, there are rural communities that have—as a response to the mainstream policy emphasizing economic efficiency and individual responsibility—developed innovative solutions to secure their welfare. Based on a case study focusing on two of such communities, these local welfare innovations are a result from a combination of external causes and local resources including the sense of community and a diverse enough community structure. The authors argue that in the context of welfare policy, the promotion of local we…
Twin studies on the association of physical activity with cognitive and cerebral outcomes
2020
Regular physical activity (PA) offers positive effects on the human body. However, the effects of PA on cognition and in the brain are less clear. In this paper, we narratively review the relationship of PA with cognition and dementia, first from general perspective and then through genetically informed studies on the topic. Then we move on to imaging studies on exercise and brain anatomy first by presenting an overall picture of the topic and then discussing brain imaging studies addressing PA and brain structure in twins in more detailed way. Regarding PA and cognition or dementia, genetically informed studies are uncommon, even though the relationship between PA and cognitive ageing has …
Pamięć wspólnotowa a tradycja konstytucyjna
2019
There are two dates of particular importance for Polish collective memory, namely 11November 1918 – the day of the regaining of independence after 123 years of partitions, and 4 June 1989 – the day which started the process of Poland regaining its full internal and external sovereignty. These two turning points determine the beginnings of the respective discourses on the directions of changes in the political systems of the Second and Third Republics. This paper focuses on the discourses concerning the political systems during the periods of transition and is based on the content of The March Constitution of 1921 and The Constitution of the Republic of Poland of 1997. A basic law is a text …

Discretionary Fiscal Policies over the Cycle: New Evidence Based on the ESCB Disaggregated Approach
2012
This paper explores how discretionary fiscal policies on the revenue side of the government budget have reacted to economic fluctuations in European Union countries. For this purpose, it uses data on legislated revenue changes and structural indicators provided twice per year by National Central Banks of European Union countries in the ESCB framework for analysing fiscal policy. The analysis is based on the estimation of fiscal policy rules linking these measures of legislated fiscal policy changes to the output gap and other control variables. Then, baseline results are compared with regression estimates where variations of cyclically-adjusted indicators are used as proxy for discretionary…
'Dark Ecological Network': strategically tackling light pollution for biodiversity and people
2021
Night-time light pollution from artificial sources can disrupt biological processes and fragment habitats. This study presents a new concept foraddressing the problem: a 'dark ecological network'. Its development involves mapping a new system of connected functional zones and corridors where dark can be preserved to help birds, bats and other taxa, and gives people the chance to experience starry skies.
