LinkedSaeima: A Linked Open Dataset of Latvia’s Parliamentary Debates

This paper describes the LinkedSaeima dataset that contains structured data about Latvia’s parliamentary debates from 1993 until 2017. This information is published at http://dati.saeima.korpuss.lv as Linked Open Data. It is a part of the Corpus of Saeima (the Parliament of Latvia) released as open data for multidisciplinary research. The data model of LinkedSaeima follows the data structure of the LinkedEP dataset with a few modifications. The dataset is augmented with links to the Wikidata knowledge base that provide additional information about the speakers and named entities mentioned in the corpus.
A Lightweight Network Discovery Algorithm for Resource-constrained IoT Devices

Although quite simple, existing protocols for the IoT suffer from the inflexibility of centralized infrastructures and require several configuration stages. The implementation of these protocols is often prohibitive on resource-constrained devices. In this work, we propose a distributed lightweight implementation of network discovery for simple IoT devices. Our approach is based on the exchange of symbolic executable code among nodes. In this paper, we investigate the problem of highly available, massive-scale file distribution in the Internet. To this end, we conduct a large-scale measurement study of BitTorrent, a popular class of systems that use swarms of actively downloading peers to assist each other in file distribution. A Novel Artificial Mosaic Generation Technique Driven by Local Gradient Analysis

Art often provides valuable hints for technological innovations especially in the field of Image Processing and Computer Graphics. In this paper we present a novel method to generate an artificial mosaic starting from a raster input image. This approach, based on Gradient Vector Flow computation and some smart heuristics, permit us to follow the most important edges maintaining at the same time high frequency details. Several examples and comparisons with other recent mosaic generation approaches show the effectiveness of our technique.
Compression of binary images based on covering

The paper describes a new technique to compress binary images based on an image covering algorithm. The idea is that binary images can be always covered by rectangles, univocally described by a vertex and two adjacent edges (L-shape). Some optimisations are necessary to consider degenerate configurations. The method has been tested on several images representing drawings and typed texts. The comparison with existing image file compression techniques shows a good performance of our approach. Further optimisations are under development.
Towards Graphical Query Notation for Semantic Databases

We describe a notation and a tool for schema-enabled visual/diagrammatic creation of SPARQL queries over RDF databases. The notation and the tool support both the standard basic query pattern comprising a main query class and possibly linked condition classes and means for aggregate query definition and placing conditions over aggregates including also aggregation of aggregate results. We discuss the applicability of the tool for ad-hoc query formulation in practical use cases.

Similarity Mashups for Recommendation

Recommendation systems are becoming a state of the art for web-based systems as they produce additional product exposure and customer satisfaction. The Semantic Web and mashups can improve recommendation systems and provide new ways for their creation. In the web it is possible to analyze product descriptions and to use Linked Data for characterizing the similarity of objects or of objects and user interests. In this chapter, we give a brief overview of existing technical approaches and tools for creating recommendation systems that can be used to create mashups as recommendation systems.
Ontology-Based Information System

We describe a novel way for creating information systems based on ontologies. The described solution is aimed at domain experts who would benefit from being able to quickly prototype fully-functional, web-based information system for data input, editing and analysis. The systems backbone is SPARQL 1.1 endpoint that enables organization users to view and edit the data, while outside users can get read-only access to the endpoint. The system prototype is implemented and successfully tested with Latvian medical data ontology with 60 classes and imported 5 000 000 data-level triples.
