Congestion analysis to evaluate the efficiency and appropriateness of hospitals in Sicily

2015

Over the past twenty years, important changes in the Italian National Health System have been made in order to obtain significant improvements in the efficiency, appropriateness and quality of health care delivery, while reducing health expenditure. In this paper we proposed a multidimensional approach to assess the impact of organization inappropriateness on the efficiency evaluation of hospitals in Sicily for the year 2009. This study was based on cross-sectional data for 116 (out of 129) short-term, acute-care hospitals. The analysis considered beds, physicians, nurses and other personnel as inputs, ordinary discharges and day-hospital admissions as desirable outputs and inappropriate di…

Traditional Chinese herbal medicine at the forefront battle against COVID-19: Clinical experience and scientific basis.

2020

Abstract Background Throughout the 5000-year history of China, more than 300 epidemics were recorded. Traditional Chinese herbal medicine (TCM) has been used effectively to combat each of these epidemics’ infections, and saved many lives. To date, there are hundreds of herbal TCM formulae developed for the purpose of prevention and treatment during epidemic infections. When COVID-19 ravaged the Wuhan district in China in early January 2020, without a deep understanding about the nature of COVID-19, patients admitted to the TCM Hospital in Wuhan were immediately treated with TCM and reported later with >90% efficacy. Approach We conducted conduct a systematic survey of various TCM herbal pre…

Stochastic description of traffic breakdown

2003

We present a comparison of nucleation in an isothermal-isochoric container with traffic congestion on a one-lane freeway. The analysis is based, in both cases, on the probabilistic description by stochastic master equations. Further we analyze the characteristic features of traffic breakdowns. To describe this phenomenon we apply the stochastic model regarding the jam emergence to the formation of a large car cluster on the highway.

Active queue management stability in multiple bottleneck networks

2004

In this paper, we show that the active queue management (AQM) controllers, usually configured on a single bottleneck basis, may not prevent instability in the presence of multiple bottlenecks. We justify this result through a multiple bottleneck model.

Aggression and violence among drivers

2001

The invention of assembly line manufacturing, together with the generalised and massive use of the private automobile, has transformed motor vehicles from simply being a mode of transportation to encompass and symbolise a new lifestyle and social order1. Unfortunately, as in many other facets of modern society, the driving environment is not exempt from the expression of violent behaviour2–3. Because the root of driving is found in the lifestyle of a society, this way of life not only dictates the use of motor vehicles but also the way in which they are used4.

Packet management techniques for measurement based end-to-end admission control in IP networks

2000

End-to-end Measurement Based connection Admission Control (EMBAC) mechanisms have been proposed to support real-time flows quality of service requirements over a Differentiated Services Internet architecture. The EMBAC basic idea is to decentralize the admission control decision, by requiring each individual user to probe the network path during flow setup, and by basing the accept/reject decision on the probing traffic statistics measured at the destination. In conformance with the differentiated services framework, routers are oblivious to individual flows and only need to serve data packets with a higher priority than probing traffic. In this paper, we build upon the observation that som…

Parallel Genetic Algorithms for the Tuning of a Fuzzy AQM Controller

2003

This paper presents the results of the application of a parallel Genetic Algorithm (GA) in order to design a Fuzzy Proportional Integral (FPI) controller for active queue management on Internet routers. The Active Queue Management (AQM) policies are those policies of router queue management that allow the detection of network congestion, the notification of such occurrences to the hosts on the network borders, and the adoption of a suitable control policy. Two different parallel implementations of the genetic algorithm are adopted to determine an optimal configuration of the FPI controller parameters. Finally, the results of several experiments carried out on a forty nodes cluster of workst…

An Innovative Pricing Method for Telecommunication Services Pricing through American Options

2009

With the evolution of telecommunication networks and of their services the role of service provider is changed, so nowadays there is a coexistence of Network Operators and Virtual Operators. The difference between these players is not in the way they offer a service but primarily in their economic objectives and risk attitudes. Essentially, Network Operators own their infrastructures and typically have to sustain both fixed costs (CAPEX) and recurrent costs (OPEX), while Virtual Operators may have a simpler cost structure, mainly consisting of OPEX for the hire of network resources. Since these two operators can provide the same service in two different markets, their objectives differ subs…
